The <br /> beginning balance of$1.6 million is expected to increase by $10.5 in anticipated in-lieu park dedication fees and, <br /> as with the CIPR, staff will retum with specific projects for the Council's consideration as these funds materialize. <br /> Mr. Bocian reminded the Council of Mr. Fialho's earlier comments regarding the Auf der Mauer development <br /> revenues, noting that there is no need to program those funds at this time but that the Council had specifically <br /> requested the opportunity to contemplate that as part of this CIP. <br /> Councilmember Narum said she would like to wait until the Auf der Mauer funds are closer to materializing so that <br /> the programming can be better aligned with the community's then current needs. <br /> Vice Mayor Brown concurred. <br /> Councilmember Olson concurred as well and said he still felt strongly that the intent of these funds was to be <br /> directed towards lower-income housing. <br /> Councilmember Pentin agreed. He said he voted "no" on the previous appropriation because he believed the <br /> entire fund should be used for lower-income housing. He said he feels the same today but acknowledged that that <br /> may change based on the community's needs in the next several years. <br /> Mr. Fialho reported that Mr. Bocian would officially retire in 2 weeks. He thanked him for his many hard years of <br /> work in preparing CIPs which, coupled with Ms. Olson's preparation of the draft Budget, have positioned the city <br /> to be very successful over the next 2 years. <br /> 27. Second reading and adoption of Ordinance No. 2117 authorizing an amendment to the contract between <br /> the California Public Employees' Retirement System and the City of Pleasanton to include Section 20516 <br /> (Employees Sharing Additional Cost) of.5% for classic fire members <br /> Mr. Fialho stated that this is the second reading of a Consent Calendar item at the last meeting. The MOU <br /> amendment requires classic fire personnel to pick up an additional 0.5% or the CaIPERS employer rate in order to <br /> help finance their long-term pension benefits. He explained that the item relates to approval for the Final Map for a <br /> subdivision first considered back in 2001, with subsequent approvals in 2003 and a final revision in 2005. The <br /> Council received late mail from a member of the public stating that the project did not comply with Measure PP <br /> and requested removal of the item from the Consent Calendar. <br /> Mr. Dolan explained that this project and Final Map are exempt under Measure PP's provisions excluding parcels <br /> created in advance of Measure PP as well as those of a certain size. Additionally, the Council's role with respect <br /> to this item tonight is the determination of whether or not the Final Map is in substantial conformance with the <br /> approved Tentative Map. Staffs analysis is that the Final Map is conforming. <br /> Mr. Fialho added that while the Council's action on the Final Map is ministerial, the Council is also being asked to <br /> make a discretionary determination on whether to allow the developer to defer the payment of certain fees until <br /> occupancy of the project, which is commonly allowed with smaller lot developers. <br /> City Council Minutes Page 13 of 15 June 2,2015 <br />
