Vice Mayor Brown asked and Mr. Bocian confirmed that the interest proceeds, which amount to <br /> $300,000 per year, would be deposited back into the Lower Income Housing Fund. <br /> Mayor Thorne opened the item for public comment. <br /> Bruce Fiedler urged the Council to approve Option 1, which is a crucial element to completing what has <br /> been an incredibly lengthy process and will be a very valuable asset to this community. He cautioned <br /> that the project costs would only increase in the future, effectively increasing the subsidy being asked of <br /> the city. <br /> Becky Dennis, speaking on behalf of the task force, urged the Council to support Option 1. She both <br /> acknowledged and shared the concern over the balance of the Lower Income Housing Fund and <br /> suggested the Council consider increasing the affordable housing fee for future projects, which <br /> developers have already demonstrated they would be willing to pay. She said she believed this project <br /> would build support for additional affordable housing projects within the community which would be an <br /> excellent use of funds. She also reminded the Council that the additional appropriation is earnest <br /> money and that the final contribution may actually be a lesser amount. <br /> Dolores Bengtson, Pleasanton Gardens Board of Directors, urged the Council to support the staff <br /> recommendation. She thanked Mr. Bocian for his unwavering support over the years and MidPen for its <br /> leadership and commitment to helping such a wonderful project come forward. <br /> Mayor Thome closed public comment. <br /> Councilmember Pentin reported that the Supreme Court recently ruled in favor of San Jose's lower <br /> income housing fee, which strengthens the city's ability to levy these fees on new development. He <br /> agreed that exploring a fee increase is something the Council should consider as affordable or <br /> workforce housing remains one of the most significant needs in this community. <br /> Councilmember Olson said he was excited to see this project come to a conclusion after 11 years. <br /> Vice Mayor Brown thanked Mr. Bocian, whose last Council meeting is this evening, for everything he <br /> has done to carry this project forward and for being such a key part of Pleasanton's leadership team. <br /> Mr. Bocian thanked the Council for his retirement commendation. <br /> MOTION: It was m/s by Pentin/Narum to waive full reading and adopt Resolution No. 15-771 <br /> approving an appropriation for the development of the Kottinger Gardens affordable senior housing <br /> development (PUD-101) to be located on Kottinger Drive. Consent Item No, 2 - Ratify Civic Center/Library Facilities Master Plan Task Force Members <br /> Mr. Fialho presented a brief summary of the staff report, stating that the item relates to approval of the <br /> Civic Center/Library Facilities Master Plan Task Force members. All members have been appointed <br /> either by the City Council or various commissions and private organizations identified for <br /> representation. The 3 Council members responsible for appointing at-large members have selected <br /> Brad Hurst, Steve Sherman and Kelly French. Two of these Council members have recommended the <br /> appointment of an at-large alternate, identified as Bob Russman, which would require ratification by the <br /> entire Council. <br /> City Council Minutes Page 16 of 18 June 16,2015 <br />
