41. A final landscape and irrigation plan shall be submitted to and approved by <br /> Director of Community Development as part of the building permit plan set prior to <br /> issuance of a building permit. Said landscape plan shall be detailed in terms of <br /> species, location, size, quantities, and spacing. Plant species shall be of drought- <br /> tolerant nature and suitable for reclaimed water, and the irrigation design shall <br /> utilize low-volume drip, bubbler, or other water conserving irrigation systems to the <br /> maximum extent possible. <br /> 42. A minimum three-inch mulch layer shall be required <br /> in the planting areas. <br /> 43. Unless otherwise shown on the approved PUD landscape plan, all trees used in <br /> landscaping be a minimum of fifteen (15) gallons in size and all shrubs a minimum <br /> of five (5) gallons. <br /> 44. The residential buildings shall be constructed to allow for future installation of a <br /> Photovoltaic (PV) system and solar water heating systems. The project <br /> applicant/developer shall comply with the following requirements for making all <br /> apartment buildings photovoltaic-ready and solar-water-heating-ready: <br /> a. Electrical conduit and cable pull strings shall be installed from the roof/attic <br /> area to the building's main electrical panels; <br /> b. An area shall be provided near the electrical panel for the installation of an <br /> "inverter" required to convert the direct current output from the photovoltaic <br /> panels to alternating current; <br /> c. Engineer the roof trusses to handle an additional load as determined by a <br /> structural engineer to accommodate the additional weight of a prototypical <br /> photovoltaic system beyond that anticipated for roofing; <br /> d. Plumbing shall be installed for solar-water heating; and <br /> e. Space shall be provided for a solar-water-heating tank. <br /> These measures shall be shown on the building permit plan set submitted to the <br /> Director of Community Development for review and approval before issuance of <br /> the first building permit. <br /> 45. The State of California's Green Building Standards Code, "CALGreen," shall apply, <br /> if applicable. <br /> 46. Energy Star appliances shall be installed in each residential unit. The proposed <br /> appliances shall be stated on the plans submitted for the issuance of a building <br /> permit. <br /> 47. PUD-81-30-89D provides for no pedestrian access from the subject property to the <br /> north side of the arroyo. If pedestrian access to the north side of the arroyo is <br /> desired in the future, this request shall require an application for a major <br /> modification to the approved PUD. <br /> 8 of 28 <br />
