410 . 410 <br /> City Council specifically finds that in addition to the findings <br /> contained in Board of Adjustment Resolution R-74-15 , the City <br /> I Council finds that there are exceptional or extraordinary cir- <br /> cumstances or conditions applicable to the property involved <br /> since the shape of said property is unusual and limits the degree <br /> to which the property owner is able to make use of said property. <br /> The City Council further finds that a strict or literal interpre- <br /> tation and enforcement of the specific regulation relating to a <br /> tear yard setback would deprive the applicant of privileges en- <br /> joyed by the owners of other properties classified in the same <br /> zoning district in that the Guascos would not be able to add on <br /> an additional room to their house and yet would have a large <br /> degree of open area around their home . The City Council speci- <br /> fically finds that the construction of this addition meets the <br /> intent of the ordinance to provide open areas around a single <br /> family dwelling and that the Guascos ' construction will not <br /> deprive them of substantial amounts of such free area. <br /> Section 3 .
