BACKGROUND
After a decade of planning efforts, the Alviso Adobe Community Park was opened in
2008. The Alviso Adobe Community Park is a unique historical asset in the Tri- Valley
region. The Francisco Solano Alviso Adobe House built in 1854 is registered as a
California historical landmark. The Park serves both as a historical and environmental
resource, offering interpretive and interactive programs to City of Pleasanton residents
and visitors.
Since 2008, the City has offered numerous historical, cultural and environmental
education programs, as well as special events and school tours. Even after 5+ years of
this intensive programming effort, many felt that the site was underutilized and that it
needed minor capital improvements and additional resources to reach its full potential.
This sentiment was also echoed during both the City's Parks and Recreation Master
Plan and Cultural Plan Update processes.
To address this situation, on June 4, 2013, the City Council modified and approved its
Work Plan for FY 2013/14 & FY 2014/15 that included the development of a strategic
plan to address the short-term and long -term needs of the Alviso Adobe Community
Park. The Plan's purpose was to reaffirm or modify the City's existing approach to
programming the facility, vision, mission, and guiding principles for the Alviso Adobe
Community Park.
In 2014, the City entered into an agreement with Management Partners to prepare a
Strategic Plan for the purpose of providing a vision, mission and guiding principles that
would be used to guide future decision making for the Alviso Adobe Community Park. In
July 2014, the Pleasanton City Council approved the formation of a nine (9) member
Alviso Adobe Community Park Task Force to assist the City with the development of a
strategic plan. The main objective of the Task Force was to provide guidance and
direction for the future of the Alviso Adobe Community Park.
DISCUSSION
The process to develop the Strategic Plan for the Alviso Adobe Community Park was
initiated because of a desire to engage the community to articulate a vision and mission
of the park and determine whether the facility is maximizing its full potential. As a result
of the strategic planning process, a number of opportunities for improvement were
identified that could position the park to better serve the community.
A wide range of interested stakeholders and partners were invited to participate in the
development of the Strategic Plan. The planning process included four (4) Alviso Adobe
Community Park Task Force meetings, an environmental scan, two (2) community
meetings, a meeting with program and facility staff and an online user survey.
Additionally, an informational session was held, during which both City and East Bay
Regional Park District staff provided supplementary information on how the Austin and
Castleridge properties and their future related programs and activities may impact the
Park.
