The Feasibility Report indicated that Phase 1A and 1B would have a total system capacity of 4.0 <br />mgd. Calculation of an average flow from the irrigation customers was based on consumption <br />information provided by the City for the current 132 potable irrigation customers that will <br />transition to recycled water service in the near -term. The average daily flow of these <br />customers, based on 2012 potable water consumption which reflects normal water <br />consumption, results in 2,929 ccf. Dividing the total flow by the number of customers provides <br />the average use of approximately 22 ccf. To determine an equivalent unit, it is converted to <br />gallons which equal 16,596.9 gallons per ERU. The identified <br />capital improvements, both historical and future, are based on the PhaselA and Phase 1B of <br />the Feasibility Study, City planning, and knowledge of the system. <br />The fee is made up of two components, an existing or buy in fee for facilities that provide <br />service, and a future or incremental fee for new or future improvements to provide service. <br />Provided below is a discussion of development of the connection fee for the recycled water <br />facilities. <br />Existing Plant or Buy -In Fee <br />Under the existing or buy -in methodology, the value of the City's existing fixed assets are <br />evaluated and an estimate of the City's replacement cost new less depreciation (RCNLD) is <br />used.
