as many as possible, high demand water users along this route from the supply /treatment <br />location to the Tassajara Reservoir. <br />The focus of this recycled water connection fee is the projects listed as Phase 1A and Phase 1B <br />of the Hacienda Area. Phase 1A establishes the backbone of the system, connection of existing <br />pipelines repurposed from the potable water system and including the largest customers along <br />the way. Phase 1B will extend the backbone of the system to include several of the smaller <br />customers. Phase 1A will provide a total system capacity of 3.0 mgd and Phase 1B will add <br />another 1.0 mgd for a total capacity of 4.0 mgd. <br />A decentralized satellite facility (scalping facility) is also included within the projects (Phase 2) <br />and will serve a number of customers in the South Pleasanton area including the City's largest <br />water user the Callippe Golf Course. <br />The City does not have a current recycled water connection fee. The previously discussed <br />recycled water phases will result in approximately 132 of the City's current potable water <br />irrigation customers converting to recycled water service in the near term. Most of these <br />customers have already paid a one -time potable water connection fee and as such will not pay <br />an additional recycled water connection fee; however, these customers will incur costs <br />associated with converting the potable water irrigation systems to recycled water. <br />An important requirement for a connection fee study is the connection between the <br />anticipated future growth on the system and the needed facilities required to accommodate <br />that growth. This connection fee analysis is based on the existing system today. Any future <br />expansions beyond the existing system would require a new connection fee analysis based on <br />the capital projects scheduled to meet the needs of future development and the cost and <br />financing of future projects. <br />4.3 Calculation of the City's Recycled Water Connection Fee <br />As was discussed in Section 2, the process of calculating connection fee is based upon a four - <br />step process. These steps were as follows: <br />❑ Determination of system planning criteria <br />❑ Determination of equivalent residential units <br />❑ Calculation of the connection fee <br />❑ Determination of any connection fee credits <br />Each of these areas is discussed in more detail below. <br />4.3.1 System Planning Criteria <br />The first step in determining the connection fee is to define the system planning criteria or <br />capacity. Specifically, the system capacity is based on the capacity available on the system and <br />the costs of the system divided by the capacity the infrastructure will serve or total number of <br />equivalent residential units served during the time period, whichever one is more appropriate, <br />to develop the cost per gallon for the system. <br />Determination of the City's Recycled Water Connection Fee 12 <br />City of Pleasanton - Recycled Water Connection Fee <br />
