that Bernal Community Park Phase 2 is not included in this CIP but assured the Council that the project <br />is fully funded. <br />Mr. Bocian reviewed several of the various CIP reserves. He discussed CIPR, which is a general <br />capital reserve funded primarily through General Fund and public facilities fee revenues that the <br />Council can use to approve projects throughout the year. The CIPR opens with a reserve fund balance <br />of approximately $1.6 million and is projected to increase by $14 million over the next 4 years. As these <br />monies come in over the next several years, staff and the Council will be able to discuss how to <br />program it to help address any of the projects not included in this CIP. He discussed the Civic Center <br />Project Reserve, which has a fund balance of $1.9 million. He explained that task force level work is <br />about to begin on the project and staff does not anticipate any additional funding during the current CIP. <br />Lastly, he discussed the Community Park Improvement and Acquisition Reserve. The beginning <br />balance of $1.6 million is expected to increase by $10.5 in anticipated in -lieu park dedication fees and, <br />as with the CIPR, staff will return with specific projects for the Council's consideration as these funds <br />materialize. <br />Mr. Bocian reminded the Council of Mr. Fialho's earlier comments regarding the Auf der Mauer <br />development revenues, noting that there is no need to program those funds at this time but that the <br />Council had specifically requested the opportunity to contemplate that as part of this CIP. <br />Councilmember Narum said she would like to wait until the Auf der Mauer funds are closer to <br />materializing so that the programming can be better aligned with the community's then current needs. <br />Vice Mayor Brown concurred. <br />Councilmember Olson concurred as well and said he still felt strongly that the intent of these funds was <br />to be directed towards lower- income housing. <br />Councilmember Pentin agreed. He said he voted "no" on the previous appropriation because he <br />believed the entire fund should be used for lower- income housing. He said he feels the same today but <br />acknowledged that that may change based on the community's needs in the next several years. <br />Mr. Fialho reported that Mr. Bocian would officially retire in 2 weeks. He thanked him for his many hard <br />years of work in preparing CIPs which, coupled with Ms. Olson's preparation of the draft Budget, have <br />positioned the city to be very successful over the next 2 years. <br />27. Second reading and adoption of Ordinance No. 2117 authorizing an amendment to the contract <br />between the California Public Employees' Retirement System and the City of Pleasanton to <br />include Section 20516 (Employees Sharing Additional Cost) of .5% for classic fire members <br />Mr. Fialho stated that this is the second reading of a Consent Calendar item at the last meeting. The <br />MOU amendment requires classic fire personnel to pick up an additional 0.5% or the CaIPERS <br />employer rate in order to help finance their long -term pension benefits. As required by law, the second <br />reading and approval of the amendment must occur in open session. <br />MOTION: It was m/s by Narum /Olson to waive second reading and adopt Ordinance No. 2117 <br />authorizing an amendment to the contract between the California Public Employees' Retirement <br />System and the City of Pleasanton to include Section 20516 (Employees Sharing Additional Cost) of <br />.5% for classic fire members.
