Presentation of a Proclamation recognizing the 501" Anniversary of American Cancer Discovery <br />Shops <br />Kelley Meno, Manager of the Cancer Society Discovery Shops introduced the Pleasanton volunteers <br />and accepted the proclamation. <br />20. Presentation of a Commendation to Amador Valley High School "We the People" Competition <br />Civics Team <br />Stacey Sklar thanked the community of Pleasanton for the tremendous outpouring of support. She also <br />recognized the support received from Councilmember Pentin through his Civics Cycling Program, <br />Rotary and his service as one of their dress rehearsal judges with a team photo and first place medal <br />from their recent win at the state level. Councilmember Pentin read the commendation recognized <br />each team member individually. <br />21. Recognition of outgoing Commission and Committee members <br />Mayor Thorne recognized the following outgoing Commission and Committee members: Civic Arts — <br />Ray Helm, Sarah Nealy, and Olivia Scrivner; Human Services — Allison Boswell and David Nagler; <br />Parks and Recreation — Sophie Brown; Youth — Saira Grewal, Neha Nirkondar and Meghna Sinha. <br />22. Oath of Office to Incoming Commission and Committee members <br />Mayor Thome introduced the following incoming Commission and Committee members: Civic Arts — <br />Lucas DeBemardi and Jay Doraiswami; Economic Vitality — Steve Baker; Human Services — Andy Li, <br />Rajesh Parekh, Meera Parikh and Rosiland Wright; Library — Michaela Hertle, Sean Lehman and Ria <br />Vyas; Parks and Recreation - MirArman Abrishamchian, Bryan Bowers and Joanie Fields; Youth — <br />Russell Ambrosiewicz, Arthur Hwang, Taylor Sowers and Michelle Zhou. <br />The City Clerk administered the Oath of Office. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />23. A Resolution to placing on the November 3, 2015 ballot an advisory measure regarding the East <br />Pleasanton Specific Plan process, requesting consolidation with the November Election; <br />determination regarding ballot arguments; and establishing various election procedures <br />Councilmember Olson recused himself from the item due to a conflict of interest and left the Council <br />Chamber. <br />Assistant City Attorney Seto presented the staff report. At its meeting of May 19, 2015, a majority of the <br />City Council voted to direct staff to agendize the consideration of placing an advisory measure <br />regarding whether or not to proceed with the East Pleasanton Specific Plan process on the November <br />ballot. The Council also directed a freeze of the Draft Environmental Impact Report (EIR) process and <br />that the East Pleasanton Specific Plan Task Force provide a recommendation regarding the specific <br />plan. While the public comment period on the Draft EIR remains open, staff and consultants will not <br />proceed any further based on this direction. Tonight the Council is being asked to consider several <br />procedural matters regarding the election, which as an advisory measure would be informational only <br />and not binding. <br />City Council Minutes Page 3 of 18 June 2, 2015 <br />
