0 <br /> ( 8) Could cause substantial flooding, erosion or <br /> siltation; <br /> (9) Could expose people or structures to major <br /> geologic hazards ; <br /> (10) Results in substantial topographic changes ; <br /> t ( 11) Could cause damage to buildings or sites of <br /> historical , architectural , archaeological <br /> significance . <br /> Sec . 5 . 3 Mandatory Findings of Significance . In every case where <br /> any of the following effects are found to exist as a result <br /> of a project , the project will be found to have a signifi- <br /> cant effect on the environment : <br /> (a) Impacts which have the potential to degrade the quality <br /> of the environment , and/or curtailing the range of the <br /> environment . <br /> (b) Impacts which achieve short-term, to the disadvantage <br /> of long-term, environmental goals . A short-term impact <br /> on the environment is one which occurs in a relatively <br /> brief, definitive period of time while long-term im- <br /> pacts will endure well into the future . <br /> (c) Impacts for a project which are individually limited, <br /> but cumulatively considerable . A project may impact <br /> on two or more separate resources where the impact <br /> on each resource is relatively small . If the effect <br /> of the total of those impacts on the environment is <br /> significant , an EIR must be prepared. This mandatory <br /> finding or significance does not apply to two or more <br /> separate projects where the impact of each is insig- <br /> nificant . <br /> (d) The environmental effects of a project• will cause <br /> substantial adverse effects on human beings , either <br /> directly or indirectly . <br /> t If the Director determines , after reviewing the above cri- <br /> teria, that a project will not have a significant impact <br /> on the environment , he shall cause a negative declaration <br /> 1 to be prepared . If the Director determines that a project <br /> may have a significant effect on the environment , he shall <br /> cause an environmental impact report to be prepared . <br /> Sec . 5 • 4 Posting and Appeal Procedures . <br /> (a) Determination of a Project ' s Effect Upon the <br /> Environment . <br /> After the Director has made a decision that the pro- <br /> ject requires a negative declaration or an EIR, the <br /> following shall be done : <br /> -12- <br />
