WHEREAS, section 5 paragraph b of Resolution 98-90 authorizes the City Council, by <br /> way of resolution, the ability to make adjustments to the TVTD Fee to reflect revisions in the <br /> Transportation Improvement Projects, increases in land values, or other factors; and <br /> WHEREAS, this resolution shall supersede resolution 98-90 and represents the <br /> establishment of the revised Transportation Development Fee for Developments within the City <br /> of Pleasanton; and <br /> WHEREAS, the City Council finds as follows: <br /> A. The purpose of the Tri-Valley Transportation Development Fee (hereafter "TVTD Fee") <br /> is to finance Transportation Improvement Projects needed to reduce the traffic related <br /> impacts caused by future development in the Tri-Valley Development Area, including <br /> Pleasanton. The Transportation Improvement Projects consist of the following 22 <br /> projects: <br /> List A projects <br /> A-2a Route 84 Expressway 1-580 to 1-680 <br /> A-2b Isabel Rte 84/1-580 Interchange <br /> A-3 1-680 Auxiliary Lanes <br /> A-5a 1-580 HOV Lane Eastbound <br /> A-5b 1-580 HOV Lane Westbound <br /> A-7 1-580/Foothill/San Ramon Rd Interchange <br /> A-9a Crow Canyon Road Improvements Phase 1 <br /> A-9b Crow Canyon Road Improvements Phase 2 <br /> A-10a Vasco Road Improvements Phase 1 <br /> A-10b Vasco Road Improvements Phase 2 <br /> A-11 Express Bus Service <br /> List B projects <br /> B-1 1-580/1-680 Interchange (westbound to southbound) <br /> B-2 Fifth Eastbound Lane on 1-580 from Santa Rita to Vasco Road <br /> B-3 1-580/First Street Interchange Modification <br /> B-4 1-580Nasco Road Interchange Modification <br /> B-5 I-580/Greenville Road Interchange Modification <br /> B-6 Jack London Boulevard Extension <br /> B-7 El Charro Road Extension <br /> B-8 Camino Tassajara Widening: East Blackhawk Drive to County <br /> B-10 1-680 Southbound HOV Lane Gap Closure, North Main to Livorna <br /> B-11 1-680 Express Bus/HOV On- and Off-Ramps <br /> B-11 b 1-680 Transit Corridor Improvements <br /> B. The fees collected pursuant to this resolution shall be used to finance the Transportation <br /> Improvement Projects. <br /> C. For the purposes of CEQA, the Council finds that the adoption of the MD Fee is not a <br /> "project" under section 15378, subdivision (b)(5) of the CEQA Guidelines. While the <br /> TVTD Fee is intended to offset development impacts on regional traffic facilities by <br /> funding improvement to those facilities, the proceeds of the TVTD Fee are not <br /> considered a project which "may result in a potentially significant physical impact on the <br />
