Presentation of a proclamation recognizing May 4-10 as 50-Years of Rotary in Pleasanton Week Councilmember Narum introduced Carol Vander Meulen, President of Tri Valley Rotary, Ed Golden of the Rotary Club of North Pleasanton, and Scott Raty, President of Rotary Club of Pleasanton. Scott Raty, President of Rotary Club of Pleasanton, shared a letter from the three Presidents of Rotary Club of Pleasanton, Rotary Club of Pleasanton North and Rotary Club of the Tri Valley highlighting some of the accomplishments made possible by their ongoing cooperation with the Tri Valley community. The anniversary will be commemorated with a gala at Castlewood Country Club on May 8` attended by nearly 300 past and present members and friends of Rotary. He encouraged anyone interested in learning more to visit the display outside the Council Chamber or the larger museum exhibit that would be opening the following evening. Councilmember Pentin attributed his presence on the Council in large part to the "service above self' that he learned in his 30 years as a Rotarian, 24 of which have been spent with Pleasanton North. He said his experience introduced him to a number of valuable service organizations and opened his eyes to the wonderful community services available in the Tri Valley. He called particular attention to the three clubs' direct responsibility for delivering over 12,000 wheelchairs around the world over the last 10 to 12 years. Councilmember Pentin shared a proclamation from the entire State Assembly recognizing the anniversary. Councilmember Olson recognized Brad Hirst for his work in organizing the anniversary effort. 13. Public Comment John Baum expressed concern and frustration over the insufficient parking capacity for Bart customers. He explained that the Bart parking lot is typically full by 7:30 a.m., with the overflow illegally parking at Stoneridge Mall. He stated that Bart admits to having 400,000 riders but only providing parking for less than 10% of that, which demonstrates a distinct lack of concern for their customers. He said that direct complaints seem to fall into a black hole and Bart's own spokesperson's only comment is that he is "unaware of the problem." He urged the City Council to step up and demand that Bart be responsive to the needs of its riders and this community. PUBLIC HEARINGS AND OTHER MATTERS 14. Public Hearing: Renew the Tri-Valley Tourism Marketing District and levy an assessment on lodging businesses; introduce an ordinance amending Chapter 5.36 of the Pleasanton Municipal Code; adopt a resolution modifying the management district plan; and approve an agreement with Visit Tri-Valley to administer the district Economic Development Director Ott introduced Barbara Steinfeld, Executive Director of Visit Tri Valley, and John Lambeth, consultant working on developing the renewal. Economic Development Director Ott presented the staff report. She reminded the Council that the current Tri-Valley Tourism Business Improvement District (TBID) began in 2005, was renewed once in 2010 and is due to expire this year.
