Vice Mayor Brown recalled the earlier reference to the project as an adult daycare facility. Additionally, <br /> the staff report mentions amenities such as lockers, music classes and media rooms, all of which go <br /> beyond what she envisions for a traditional classroom training facility. Given that, she asked if a CUP is <br /> really all that is required to run this type of facility. <br /> Mr. Weinstein acknowledged that there is a fine line between adult daycare and vocational training <br /> facilities. Based on the operational program for this use and the fact that clients are trained in useful <br /> skills, staff felt it fell more on the side of training facility. He explained that the term "adult daycare" is <br /> sort of a term of art. If the CUP is approved the applicant would be required to secure a license through <br /> the California Department of Developmental Services in the Community Care Licensing Division and in <br /> the category of Adult Daycare. The Department of Development Services does not make a clear <br /> distinction between vocational training and adult daycare, which is why the term was used. <br /> Vice Mayor Brown said that while she supports the program she does struggle with the same issue of <br /> location. <br /> Mayor Thorne said the primary driver of his support for the item is the CUP and the protections built into <br /> that process. He said he spent the beginning of his career in industrial hygiene which gives him some <br /> insight into noise levels and sound attenuation. Given that, he stated that 95 DBA is an extremely high <br /> industrial level noise which simply will never exist in this facility. Furthermore, the 45 DBA called for <br /> within the conditions of approval approaches the very low noise levels used when testing people for <br /> hearing loss. <br /> MOTION: It was m/s by Pentin/Olson to waive full reading and adopt Resolution No. 15-747 denying <br /> the appeal of Wayne Rudick, thereby upholding the Planning Commission's approval of a Conditional <br /> Use Permit for Social Vocational Services, Inc to operate a vocational training center for adults with <br /> developmental disabilities at 6602 Owens Drive, Suite 100, as filed under Case No. P15-0008. Public Hearing: P15-0010, Greg Hirata, Appellant; John and Cynthia Rocha, Applicant — <br /> Consider an appeal of the Planning Commission's denial of Kimberly Connors' appeal, thereby <br /> upholding the Zoning Administrator's approval of an application for Administrative Design Review <br /> to construct a 1,200 sq. ft. second unit with an approximately 317 sq.ft. one-car garage on the <br /> property located at 547 Sycamore Road <br /> Planning Manager Weinstein presented the staff report, stating the item relates to the appeal of the <br /> Planning Commission's approval of an Administrative Design Review application to construct a 1,200 <br /> square foot second unit with a 312 square foot single car garage at 547 Sycamore Road. He provided <br /> several views of the 1+ acre project site situated with Sycamore Road to the north and Pioneer Trails <br /> Place to the south. The project site sits across from 3 residences on Pioneer Trails Place, with the <br /> furthest one to the east at 414 Pioneer Trails Place belonging to the appellant. The site contains an <br /> existing single family residence, 3 car garage and detached office space accessed via one driveway on <br /> Sycamore Road and another hammerhead driveway on Pioneer Trails Place. The existing structures <br /> are set back from Sycamore Road, allowing for the rural aesthetic that is one of the key objectives of <br /> the North Sycamore Specific Plan encompassing the site. <br /> As proposed, the second unit would be access via Pioneer Trails Place and the hammerhead driveway. <br /> Parking would be provided in a one car garage with space immediately in front of that to accommodate <br /> one additional car.
