The attached table describes each of the recommendations and provides a status update on
implementation.
In our meetings with the Chamber Economic Development and Government Relations
Committee (EDGR), many of which are also EVC members, we discussed some of the
remaining CSRT recommendations that have not been fully implemented. These include:
1. Complete Zoning Code Update with special attention to which uses require Use Permits
and which could be allowed by right with specific regulations.
2. Change Municipal Code to allow simultaneous processing of PUDS and Tentative
Maps.
3. Provide a database of Conditions of Approval and allowed uses in all adopted PUDs.
4. Incorporate opportunities for fees determination into handouts and work flows to avoid
surprises later in process for inexperienced applicants.
5. Incorporate determination of necessary special studies early in review process to avoid
delays and unanticipated expenses for applicants.
6. Incorporate the existing thresholds for when a traffic study is required, and procedures
for preparing Traffic Studies into application handout materials and preliminary
discussions with applicants.
7. Continue to improve on eliminating piece-meal comments on projects from all divisions
and functions.
8. Provide handouts for Engineering review processes.
Staff believes that all of these additional improvement measures are reasonable and
achievable. The only two highly labor intensive items in the list above are the zoning code
update which can be accomplished in-house when adequate band-width becomes available
after the East Pleasanton Specific Plan is completed or stopped, and the data-base for PUD
conditions and allowed uses which would likely require the hiring of a planning intern.
Upon reviewing the attached, please let me know if you have any questions.
Thank you.
Attachment: Update on Status of CSRT Recommendations
