BACKGROUND <br /> Hydro-Excavators have evolved into highly specialized pieces of equipment with the <br /> ability to quickly excavate a precisely controlled excavation area while simultaneously <br /> removing spoils through the utilization of significantly enhanced vactor-truck technology. <br /> A Hydro-Excavator will save on labor hours; reduce wear and tear on the traditional <br /> vactor-truck equipment (designed for pipeline jetting and maintenance) in the fleet which <br /> are currently serving double duty as hydro-excavators; and will add a margin of safety <br /> over conventional excavators, in particular when working in close proximity to electrical <br /> and natural gas utilities. <br /> DISCUSSION <br /> Staff has performed extensive research into a broad cross-section of the hydro- <br /> excavators currently on the market by reviewing literature and product videos, through <br /> conversations with colleagues at other agencies, and by attending product <br /> demonstrations. Staff ultimately narrowed the field down to eight different hydro- <br /> excavators from various manufacturers, and ultimately took part in five demonstrations <br /> of hydro-excavating equipment, including a demo of DSRSD's "Camel" equipment from <br /> the same manufacturer. The exhaustive research led to staff consensus that the Mud <br /> Dog 1200 is the superior piece of equipment possessing the highest degree of <br /> operational flexibility found on the market today, and it is equipped, sized and powered <br /> most suitably for the excavation requirements, working conditions, soil types, and terrain <br /> encountered on a typical work day (see Attachment #1, Specifications). The total cost of <br /> the chassis mounted Mud Dog 1200, including delivery, is $455,330 (see Attachment <br /> #2, Pricing Schedule). <br /> The Mud Dog 1200 Hydro-Excavator is manufactured by Super Products, LLC in New <br /> Berlin, Wisconsin, who is listed as an approved vendor by the National Joint Powers <br /> Alliance. Completing the purchase through a Cooperative Purchase Agreement in <br /> conjunction with the National Joint Powers Alliance meets the City's competitive bidding <br /> requirement. Super Products will also provide mechanic's training at their Wisconsin <br /> factory at no cost to the City. The City will be responsible for the mechanic's travel <br /> expenses, estimated to be less than $2,000, which is included in the amount of the <br /> requested PO (see Attachment#3, Travel Expenses). <br /> Super Products, LLC is represented locally by 3T Equipment Company, Inc. in Santa <br /> Rosa, CA, and it is expected that they will provide local support for the Mud Dog as <br /> needed. <br /> The estimated cost of licensing and tax is $48,000 (see Attachment #4, Licensing and <br /> Tax), which is included in the amount of the requested PO. <br /> Page 2 of 3 <br />
