THE CITY OF
" --°""°a° •-'-''J CITY COUNCIL AGENDA REPORT 14
pL EASANTONe
June 16, 2015
Operations Services
TITLE: APPROVE THE PURCHASE OF A NEW "MUD DOG" 1200 HYDRO-
EXCAVATOR INCLUDING CHASSIS/MOUNTING, DELIVERY, LICENSING,
TAX AND FACTORY TRAINING
SUMMARY
Much of the emergency as well as routine excavation performed by Operations staff
requires the delicacy of hydro-excavating (excavation using a high pressure water
nozzle with spoils being simultaneously removed through a high capacity integrated
vacuum system) in order to safely work in close proximity to electrical, natural gas, and
other underground assets. Currently Operations staff is utilizing their conventional Vac-
Con equipment, which is designed for pipe cleaning and pipe jetting, for their hydro-
excavating needs. The purchase of this piece of equipment will significantly increase
efficiency, safety, and will decrease wear and tear on existing equipment which is not
intended nor designed for hydro-excavating use.
RECOMMENDATION
It is recommended a Purchase Order in the amount of$505,330 be issued to enable the
Utilities Division to invest in the purchase of a Mud Dog Hydro-Excavator complete with
chassis, delivery, licensing, tax, and factory training. The purchase will be made through
a Cooperative Purchase Agreement in conjunction with the National Joint Powers
Alliance, which meets the City's competitive bidding requirement.
FINANCIAL STATEMENT
The total cost of this equipment complete with chassis, delivery, licensing, tax, and
training is $505,330 which has been budgeted in the Vehicle Replacement Fund. The
Fund balance is currently $2.4 million.
