BACKGROUND <br /> Since 2000, the City has contracted with Senior Support Program of the Tri-Valley to <br /> provide a variety of health and social services such as: Case Management, Friendly <br /> Visiting, In-home Caregiver Registry, Family Caregiver Support, Alcohol and Drug <br /> Abuse Prevention, Exercise and Nutrition Classes, Health Screenings and Information <br /> and Referral Services. The Senior Support Program of the Tri-Valley is located in the <br /> Pleasanton Senior Center and compliments the services already provided to Pleasanton <br /> seniors by the Community Services Department, creating a "one stop shop" for <br /> Pleasanton Seniors and their families. <br /> In 2014, the City Council adopted the City of Pleasanton's Human Services Needs <br /> Assessment: Strategic Plan. The Strategic Plan's purpose was to assist the Human <br /> Services Commission with the analysis and implementation of the 2011 Eastern <br /> Alameda County's Human Services Needs Assessment: Findings Report. The <br /> Strategic Plan process included the analysis of data pertaining to Pleasanton, <br /> prioritizing issues, identifying resources, developing goals and strategies and an <br /> implementation plan for meeting those objectives. Identified in the Strategic Plan is a <br /> priority list of Human Service needs which includes: Disability Services and Access, <br /> Food and Nutrition, Health Care and Behavioral Health, Senior Services, Workforce <br /> Development/Unemployment, and Youth Services. <br /> The current Services Agreement with Senior Support Program of the Tri-Valley <br /> agreement expires on June 30, 2015, and in anticipation of that expiration the City <br /> conducted a Request for Proposal process to select the most qualified vendor and <br /> expand this program. On February 10, 2015 a Request for Proposals was mailed to <br /> seven (7) agencies and was posted on the City Website. <br /> As a result, only one (1) organization responded to the City's RFP process; the Senior <br /> Support Program of the Tri-Valley. A sub-committee comprised of two (2) Human <br /> Services Commissioners and City staff was formed to review proposals and interview <br /> the applicants. On March 23, 2015 the sub-committee conducted an interview and <br /> discussed the applicant's qualifications to provide the services. Although the sub- <br /> committee acknowledged that there was only one (1) respondent, based on the quality <br /> of their past programming and their 15 years of providing excellent service to the <br /> residents of Pleasanton, the sub-committee recommended awarding an agreement to <br /> the Senior Support Program of the Tri-Valley for FY 2015/16. <br /> DISCUSSION <br /> The Senior Support Program of the Tri-Valley was established in 1981 and was formerly <br /> a service of Valley Community Health Center. In 2006, the Senior Support Program of <br /> the Tri-Valley became its own non-profit. The Senior Support Program of the Tri-Valley's <br /> mission is to deliver free, comprehensive services and assistance to seniors aged 60 <br /> and older in the Tri-Valley to foster independence, promote well-being, preserve dignity, <br /> and improve quality of life. <br /> Page 2 of 4 <br />
