BACKGROUND <br /> On December 17, 2013, the Pleasanton City Council approved the Black Avenue traffic <br /> calming plan prepared by the Traffic Engineering Division. The plan included various <br /> elements: installation of curb bulb-outs, crosswalks, roadway neckdown, speed bumps, <br /> etc. The Engineering Division prepared the phase 1 design for the bulb-outs at Black <br /> Avenue and Tanglewood Way and roadway narrowing (neckdown) near the Aquatic <br /> Center as part of this project. The project includes installing seven ADA (Americans with <br /> Disability Act) compliant ramps, cobble stone landscaping and traffic striping. Project <br /> locations are shown on Attachment 1. <br /> The engineer's estimate was below the dollar threshold for formal bidding, therefore staff <br /> performed an informal bid process by reaching out to various concrete contractors to <br /> submit proposals. Proposals received were above the engineer's estimate and all <br /> proposals were rejected. The project was subsequently advertised and formally bid. <br /> DISCUSSION <br /> Bids <br /> Sealed bids were opened on May 29, 2015. Three bids were received that ranged from <br /> $87,900 to $94,000 (see Attachment 2). The engineer's estimate for the project was <br /> calculated at $60,000. The low bid was received from FBD Vanguard Construction of <br /> Livermore, California. Comparison of the line item prices across the different bids <br /> received showed similar pricing. Since this is a small project the mobilization and bid item <br /> costs are higher than expected. Additionally the busy bidding climate at this time of year <br /> allows contractors to increase prices. These combined factors lead staff to believe the <br /> increased cost is justified. All other bid documents were found to be in order and past <br /> work performed by FBD Vanguard was verified to be satisfactory. Staff recommends <br /> award of the construction contract to FBD Vanguard Construction. <br /> Budget <br /> Staff recommends that the contingency amount for this project be set at 15% of the <br /> construction contract for potential expansion of project limits due to defects that may <br /> become apparent during the demolition phase. A 15% contingency is justified because of <br /> the smaller size of the project. A project funding and estimated expenditure summary is <br /> included as Attachment 3. <br /> Schedule <br /> The proposed schedule for the project is as follows: <br /> Approval of Plans and Specifications/Award of Contract June 16, 2015 <br /> Start of Construction July 2015 <br /> End of Construction August 2015 <br /> Page 2 of 3 <br />
