$14,700 will be issued under the existing as-needed professional services contract (13- <br /> 1109C). <br /> Bids <br /> A total of four bids were received ranging between $460,090 and $557,819. Additive bid <br /> items were also received with a total additive bids ranging between $81,334 and <br /> $140,234. The total engineer's estimate for the project was $635,000 with a breakdown <br /> for base bid item estimated at $556,776 and $86,322 estimate for all of the additive bid <br /> items. <br /> Per project documents, the ranking of the bid for project award purposes is based on the <br /> lowest of the total base bid items. The lowest total base bid of $460,090 was received <br /> from ETIC Engineering of Pleasanton Hill, California which is approximately 17% below <br /> engineer's estimate for the base bid items. The total additive bid items received from <br /> ETIC Engineering is $81,334, approximately 6% lower than the engineer's estimate for <br /> the additive bid items; the total bid received from ETIC Engineering of $541,424 is <br /> approximately 15% lower than the total engineer's estimate. <br /> All bid documents were found to be in order and past work performed by ETIC <br /> Engineering was verified to be satisfactory. References were also verified with other <br /> municipalities that have direct working experience with ETIC Engineering, all of which <br /> provided positive feedback and were all satisfied with the workmanship of ETIC <br /> Engineering. Staff recommends award of the construction contract to the lowest <br /> responsible bidder, ETIC Engineering. <br /> Budget <br /> Staff recommends that the contingency amount for this project be set at $54,140 <br /> approximately 10% of the construction contract for unforeseen conditions. A project <br /> funding and estimated expenditure summary is included as Attachment 2. <br /> Anticipated construction cost is $703,166, the majority of which is covered by local <br /> funding allocations previously approved by Council as part of the CIP (in FY 2013-14 and <br /> 2014-15), and federal grant funds. The remainder of the local funding that is required to <br /> complete this project is programmed in to the FY 2015-16 CIP budget that is presented <br /> to the Council for approval at this meeting (June 16, 2015). <br /> Schedule <br /> The proposed schedule for the project is as follows: <br /> Approval of Plans and Specifications/Award of Contract June 16, 2015 <br /> Start of Construction July 15, 2015 <br /> End of Construction October, 2015 <br /> Page 4 of 5 <br />
