FINANCIAL STATEMENT <br /> The total project cost including contingency, is anticipated to be $845,395 as summarized <br /> in Attachment 2. Funding includes $758,702 through a reimbursable federal grant that <br /> requires a local match of 11.47%. Local funding of $60,000 has been included in fiscal <br /> year (FY) 2013-14 and 2014-15. An additional $42,300 in local funding is included in the <br /> FY 2015-16 Capital Improvement Program (CIP) budget to complete the funding for this <br /> project. The maintenance of bridges will improve the existing infrastructure and will <br /> decrease future maintenance costs. <br /> BACKGROUND <br /> In 2011 City Council authorized funding to create a Bridge Maintenance Program. The <br /> City contracted with Biggs Cardosa Associates, Inc. (BCA) to generate a Bridge <br /> Maintenance Program (BMP) for the City. The first phase of the project reviewed the bi- <br /> annual bridge inspection reports generated by Caltrans for the bridges located in the <br /> City of Pleasanton that are listed on the National Bridge Inventory (NBI). The review <br /> identified several bridges needing preventative maintenance and the City applied for <br /> federal grant funding. In 2013 the City received approval for federal grant funding for <br /> the design of bridge preventative maintenance on seven bridges. The design was <br /> completed and the City received approval in April 2015 for federal grant funding for <br /> construction. <br /> DISCUSSION <br /> The project consists of performing preventative maintenance on seven bridges in the <br /> City. The preventative maintenance generally includes Methacrylate deck treatments, <br /> joint seal replacements, repair of concrete spalls on bridge decks and railings, and the <br /> cleaning and painting of corroded steel members. Methacrylate is a concrete deck <br /> sealant which decreases the overall permeability of concrete, sealing and filling cracks <br /> to prevent the direct intrusion of water that causes deterioration of the concrete bridge <br /> deck. Joint seal replacements replace the seals where sections of the bridge meet <br /> each other and/or the roadway that allow for expansion and contraction of the bridge. <br /> Concrete spall repairs remove corroded concrete from around reinforcement steel and <br /> replace it with new concrete to protect the reinforcement steel. <br /> The following preventative maintenance measures will be performed (See Attachment 1 <br /> for location map): <br /> 1) Main Street Bridge at Arroyo Del Valle (Br No. 33C-0058): The scope of work for <br /> this bridge includes applying methacrylate deck treatment, cleaning and painting <br /> the corroded portion of the painted steel members, removing and replacing <br /> existing expansion joint seals at Abutments 1 & 4 and Piers 2 & 3, repairing <br /> spalls on the bridge deck and concrete barrier rail, repairing exposed <br /> reinforcement on the bridge deck, and installing welded steel drainage pipes to <br /> direct the drainage flow off of the pier supports and into Arroyo Del Valle Creek. <br /> 2) Bernal Avenue Bridge at Arroyo Del Valle (Br No. 33C-0239L): The scope of <br /> work for this bridge includes applying methacrylate deck treatment, removing and <br /> Page 2 of 5 <br />
