The 11 page report is attached. The first <br /> attachment titled Feasibility Table <br /> is the most important document. Please take a few minutes to look at the table. <br /> Summary: It is our opinion that none of the alternatives are economically feasible. <br /> All statements below are from EPSP Economic Feasibility Analysis dated 5/29/14 and support our opinion: <br /> All development alternatives assume Mello-Roos Community Facilities District(CDF—special tax$150 per month per unit)This may <br /> not be feasible. <br /> (pg. 10) <br /> Baseline—All of the tested alternatives are unlikely to be economically feasible assuming they are subject to city's Growth Management <br /> Ordinance of 100 units per year. <br /> (p9.4) <br /> Faster Absorption(200-250 year)—Feasible only in 1,300 unit alternative <br /> (250 first 2 years,200 units thereafter.)Will require upfront credits under GMO. <br /> (pg.4) <br /> Cumulative(faster absorption/optimal land value)—Feasible only 1,300 units <br /> (pg.6) <br /> Optimized Land Value—developers report higher values would require higher%of 3 story homes—not evaluated/may not be <br /> achieved. <br /> (pg.4) <br /> Cumulative with no CFD—Elimination of CFD proceeds has a negative effect on development feasibility of the project. Feasible only <br /> 1,300 units with no school <br /> in optimistic category and construction of school in conservative category. <br /> (Pg. 6) <br /> In the interest of saving time and money for the city, please consider stopping the East Side Plan and the DEIR.
