SUPPLEMENTAL MATERIAL <br /> Provided to the City Council <br /> After Distribution of Packet <br /> Date 4:0////5 <br /> Option 4: Continue the EPSP Planning Process and EIR <br /> RESOLUTION NO. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON CONTINUING <br /> THE PLANNING PROCESS FOR CONSIDERATION OF THE EAST PLEASANTON SPECIFIC <br /> PLAN AND RELATED ENVIRONMENTAL REVIEW,LAND USE,AND INFRASTRUCTURE <br /> PROPOSALS <br /> WHEREAS,the General Plan's Land Use Program 6.1 discusses the preparation of a Specific <br /> Plan for East Pleasanton; and <br /> WHEREAS, in 2012,the City Council began a study for the East Pleasanton Specific Plan <br /> (EPSP)area,a 1,110 acre area of eastern Pleasanton and unincorporated Alameda County, and created a <br /> nineteen member citizens task force to assist in considering land use patterns, development and design, <br /> roadways and other public infrastructure,environmental protection, financing and implementation <br /> requirements for the Plan Area; and <br /> WHEREAS,the planning process has involved a significant effort by task force members,as <br /> well as members of the public,to become informed about the project, its impacts and benefits,as well as <br /> an investment by property owners with the Plan Area to pay for City staff to coordinate the preparation <br /> of an environmental impact report(EIR)for the proposed EPSP and its alternatives;and <br /> WHEREAS,consideration of the EIR for potential certification allows for an efficient use of <br /> this environmental analysis and is responsive to public input, even without final action on re-zoning the <br /> properties within the Specific Plan area until appropriate;and <br /> WHEREAS,the City Council desires to continue this EPSP planning process as it is both a <br /> General Plan program, as well as a City Council Priority,that is engaging residents, community <br /> members,property owners,City Council members,commissioners and task force members; <br /> NOW,THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY <br /> OF PLEASANTON DOES RESOLVE,DECLARE,DETERMINE AND ORDER THE <br /> FOLLOWING: <br /> SECTION 1. To continue the public planning process for the consideration of the East <br /> Pleasanton Specific Plan and related environmental analysis, land use,and infrastructure proposals, <br /> formulation of subsequent recommendations by the EPSP Task Force,and additional noticed public <br /> hearings before appropriate city commissions and the City Council. <br /> SECTION 2. Acknowledges that continuation of the public planning process for the EPSP <br /> occurs with Council members receiving information through this public process and retaining discretion <br />
