Chapter 2.36 HOUSING AUTHORITY Page 4 of 4 <br /> housing commission and record all votes, and shall keep the minutes and records of the housing authority for <br /> such purposes; shall keep in safe custody the seal of the housing authority and shall have power to affix such seal <br /> to all contracts and instruments authorized to be executed by the housing commission; with the chairperson of <br /> the housing commission, sign all contracts, deeds and other instruments. <br /> C. Treasurer. The executive director shall serve as the treasurer of the housing authority. The treasurer <br /> shall have the care and custody of all funds of the housing authority and shall deposit the same in the name of the <br /> housing authority in such bank or banks as the board may select. Procedures for issuance of checks and orders <br /> for the payment of money shall be established by resolution of the housing commission. The treasurer shall <br /> invest funds as directed; keep regular books of accounts showing receipts and expenditures and shall render to <br /> the housing authority,at each regular meeting(or more often when requested), an account of the transactions and <br /> also of the financial condition of the housing authority; be bonded for the faithful performance of duties as the <br /> board may determine. <br /> D. Other Personnel. The executive director may employ such personnel deemed necessary to exercise <br /> the powers, duties and actions as prescribed by the Housing Authority Law of California and all other laws of the <br /> state applicable thereto. The process for selection and compensation ranges of such personnel shall be <br /> determined by the housing commission. Meetings shall comply in all respects with Section 54950 et seq., of the Government Code, <br /> commonly known as the Ralph M. Brown Act. <br /> B. Regular meetings of the housing authority commission shall be held at least annually with time, <br /> place and date set by resolution of the housing authority commission. <br /> C. The chair and any three members of the housing authority commission may call a special meeting, <br /> provided that the only business transacted shall be limited to items and subjects set forth in the notice of special <br /> meeting. Written notice shall be given 48 hours in advance of the special meetings to the following: each <br /> commissioner, local newspapers of general circulation, and anyone who has filed a written request for notice. <br /> D. All meetings shall be conducted in accordance with Robert's Rules of Order Revised. <br /> E. All resolutions shall be in writing. <br /> F. Four members present shall constitute a quorum for the transaction of business at any meeting of <br /> the housing authority commission. Action may be taken upon a majority of the quorum. <br /> G. The housing authority commission,with majority approval, may recommend that the board of <br /> directors adopt and/or amend the bylaws.
