BACKGROUND <br /> The City has an ongoing need for general architectural services. The types of services <br /> needed may include, but are not limited to: general consulting, peer review, architectural <br /> services, plan checking, CIP project design, providing architectural recommendations <br /> for emergency situations, computer or manual drafting, and other tasks associated with <br /> Public Works infrastructure design, construction, and/or operation as assigned and <br /> directed by the City Engineer. These services will provide support for architectural <br /> services for various City capital improvements. Since this is a varied and ongoing need, <br /> the City has found the best mechanism to acquire these services is through the use of <br /> "on-call" contracts. <br /> To ensure these types of services are readily available when needed, staff advertised a <br /> Request for Qualifications (RFQ) package in February 2015. The RFQ described the <br /> type of work needed, indicated that the City would be seeking multiple firms to perform <br /> the work, and indicated the intention to enter into a three-year "on-call" contract with <br /> work assigned if/when needed. <br /> DISCUSSION <br /> Eight general architectural firms submitted SOQs in response to the request. City <br /> Engineering and Support Services staff reviewed the SOQs and invited the four highest <br /> rated respondents for interviews. A panel of three City staff members familiar with <br /> project needs and types of services conducted interviews of the four firms: <br /> Dahlin Group, Inc. <br /> Kodama Diseno, Inc. <br /> Doughterty + Dougherty, LLP <br /> ATI Architects and Engineers <br /> Staff also contacted the references provided by each of the four firms to obtain <br /> feedback on past contractual experiences. Based on ratings of the SOQs, interviews, <br /> and reference inquiries, staff recommends awarding contracts to two firms: Dougherty + <br /> Dougherty Architects, LLP and ATI Architects and Engineers. Staff believes these two <br /> firms are the most qualified to provide the required general architectural services for FY <br /> 2015-2018. <br /> Funding for these contracts will be provided from CIP project budgets for each of the <br /> projects requiring these services. When a service is needed for a project, the selected <br /> firms will be requested to submit a detailed proposal, which defines the scope of work <br /> for the particular project and the fee required to complete the task. Typically, such <br /> service support costs range between $2,000 and $25,000 for each capital project, and <br /> are dependent on the size, types of services and complexity of the job. <br /> Approval of these contracts authorizes staff to spend up to the aggregate amount of the <br /> $250,000 between the two firms over a three year period, which will likely consist of 10- <br /> 20 separate project authorizations over the life of the contracts.
