Avoids increase in traffic. <br /> 2. Avoids increase in water demand. <br /> 3. Avoids increase in school enrollment from the project area. <br /> 4. Retains land for future RHNA needs. <br /> 5. Is responsive to attendees of Neighborhood Meetings. <br /> Option 3 Cons: <br /> 1. Would not complete Program 6.1 of the General Plan Land Use Element. <br /> 2. Would not complete the extension of El Charro Road. <br /> 3. Would not create new housing opportunities in a high amenity <br /> neighborhood. <br /> 4. Would not provide new parkland, trails, and open space for all residents. <br /> 5. Would not contribute funding to the City's recycled water program. <br /> 6. Forgoes the efforts of the EPSP Task Force. <br /> 7.
