Option 2a Pros: <br /> 1. Completing the EIR would allow the planning process to continue when <br /> appropriate, provided there are no changes in circumstances that require <br /> the EIR to be updated. <br /> 2. Completing the EIR would focus future discussion on the merits of the <br /> plan as opposed to the adequacy of the EIR. <br /> Option 2a Cons: <br /> 1. Depending upon the timeframe for restarting the planning process, the <br /> EIR might have to be updated. Completing it now might not be an efficient <br /> use of staff time and applicant money. <br /> 2. There is opposition to finishing the EIR by opponents of the EPSP. <br /> Option 2b: Consider Certification of the EIR, allow the Task Force to make a <br /> recommendation on the plan, and then pause the process before taking the <br /> recommendation to the Planning Commission and City Council. Under Option 2b, <br /> the EIR process would be completed and the ER would be certified by the City <br /> Council. This would take approximately 60-90 days. After certification, the Task <br /> Force would be reconvened to deliberate on its final recommendation to the <br /> Planning Commission and the City Council. However, the plan would not be <br /> forwarded to the Planning Commission or the City Council until such time as certain <br /> circumstances exist, e.g., the end of 25 percent water rationing in the City, <br /> allocation of the next round of RHNA numbers, etc. Those circumstances would be <br /> determined by the City Council. <br /> Option 2b Pros: <br /> 1.
