Option 24: Consider certifying the EIR, allow Task Force recommendation,pause specific plan. <br /> RESOLUTION NO. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> PROCEEDING WITH CONSIDERATION OF THE ENVIRONMENTAL IMPACT <br /> REPORT FOR EAST PLEASANTON SPECIFIC PLAN, REQUESTING A TASK <br /> FORCE FINAL RECOMMENDATION, BUT PAUSING ACTION ON EAST <br /> PLEASANTON SPECIFIC PLAN <br /> WHEREAS, the City of Pleasanton's General Plan Land Use Program 6.1 discusses the <br /> preparation of a Specific Plan for East Pleasanton; and <br /> WHEREAS, in 2012, the City Council began a study for the East Pleasanton Specific <br /> Plan (EPSP) area, a 1,110 acre area of eastern Pleasanton and unincorporated Alameda <br /> County, and created a nineteen member citizens task force to assist in considering land use <br /> patterns, development and design, roadways and other public infrastructure, environmental <br /> protection, financing and implementation requirements for the Plan Area; and <br /> WHEREAS, the planning process has involved a significant effort by task force <br /> members, as well as members of the public, to become informed about the project, its impacts <br /> and benefits, as well as an investment by property owners with the Plan Area to pay for City <br /> staff to coordinate the preparation of an environmental impact report (EIR) for the proposed <br /> EPSP and its alternatives; and <br /> WHEREAS, consideration of the EIR for potential certification allows for an efficient use <br /> of this environmental analysis and is responsive to public input, even without final action on the <br /> EPSP; and <br /> WHEREAS, the City Council would still benefit from a final recommendation from the <br /> Task Force members regarding the EPSP, even if no final City Council action is taken on the <br /> EPSP at this time, as the Task Force members have provided their time and energy to become <br /> informed and carefully considered this issue; and <br /> WHEREAS, while the efforts of the involved residents, community members, property <br /> owners, task force members and other officials has brought forward important information, the <br /> City Council will pause its consideration of the EPSP due to ... <br /> Drought Rationale <br /> the on-going California drought emergency and unpredictability of future water supplies <br /> Traffic Rationale <br /> traffic volume increases <br /> 1 <br />
