BACKGROUND <br /> The Alameda County Board of Supervisors Transportation and Planning Committee <br /> directed County staff to help establish a Steering Committee to advise the Board of <br /> Supervisors on key aspects of a Community Choice Aggregation program, i.e., a <br /> program that would allow for competition in electricity generation services. It is <br /> expected that the committee would function for approximately two years, until a possible <br /> Joint Powers Agency takes over implementation of the CCA program. <br /> The Committee will be asked to finalize the scope of the CCA technical study which is <br /> intended to determine the potential size and feasibility of such a program, and help to <br /> refine the goals and objectives of the CCA program going forward. <br /> The Committee will be comprised of two to three appointees from each of the five <br /> supervisorial Districts, one representative from each of the county's 14 cities selected <br /> by the city, and three to five "at large" representatives that have either; (a) energy <br /> expertise (e.g., distributed generation/clean power technology), or (b) county-wide or <br /> regional interests such as major public entities or corporations. The Committee will be <br /> subject to the Brown Act and will meet monthly or bi-monthly basis throughout the CCA <br /> formation process. It is anticipated that the Committee will have between 26 and 33 <br /> members. Each member of the Steering Committee appointed by the individual cities is <br /> expected to participate on behalf of their jurisdiction, and have decision making <br /> authority. <br /> DISCUSSION <br /> A CCA program represents an opportunity to accelerate investments in clean energy <br /> and local energy projects.
