deleted. The Police Department has not issued any permits nor received reports
regarding any fraud arising from fortunetelling in Pleasanton.
Add new 57.36.075 Feeding Birds and Wild Animals Prohibited - City staff have
received property owner and BART complaints about persons feeding pigeons on the
sidewalk by their private property. A prohibition on feeding birds or wild animals on
public sidewalks or streets is proposed to prevent litter, decrease interfering with normal
wild animal behavior, and for public health and safety. Individuals may continue to feed
birds at their homes and at their private property. Other wild animal feeding is regulated
by the California Department of Fish &Wildlife.
§9.08.170 Notice by Regular Mail and Not Registered - The proposed amendment
would allow notices requiring removal of litter to be sent by regular mail, rather than
registered mail. Staff has experienced persons with property maintenance issues
refusing to sign for registered or certified mail. The amendment also updates the
address of City Hall.
Chapter 9.21 Update Construction and Demolition Debris Chapter to Reflect Current
Requirements — Update Chapter 9.21 to reflect current definitions in the State's
California Green Buildings Standards Code (CALGreen), including the diversion
requirement of construction and demolition debris (other than Portland cement) from 50
percent to 90 percent. Changes reflect current construction recycling best management
practices, CALGreen, City standard Conditions of Approval, and the requirement for
electronic submittal instead of paper submittal.
Chapter 9.32 Update Restrictions on Accessibility to Cigarettes and Other Tobacco
Products to Include Electronic Cigarettes — In 1991 the City adopted restrictions on the
distribution of cigarette and tobacco products for free, in vending machines, and with
particular concern about minors. The proposed amendments would update these
provisions to include electronic cigarettes, as well as prevent possession of the same by
minors in public places. This is in response to Police Department concerns about
children with e-cigarettes in City parks and shopping center parking lots.
Chapter 11.04 New Definitions related to Electric Vehicles — Add new definitions for
§11.04.055 "Electric charging station", and §11.04.057 "Electric vehicle"
411.36.230 Reserved Parking for Charging Electric Vehicles — Provide that only electric
vehicle using charging station may park in designated spaces.
§13.08.040 Update List of Parks and Facilities — Add the Alviso Adobe and Firehouse
Arts Center to the list of parks and facilities where permits must be received for any
proposed activity with open flame.
513.08.110 Prohibit Late Night Parking at City Parks - The proposed amendment would
make clear that persons cannot park vehicles at City parks or facilities during late
evening, overnight and/or closed hours, unless given permission by the Director of
Page 4 of 7
