SUMMARY <br /> Staff proposes an omnibus ordinance and related resolutions to make several minor, <br /> noncontroversial changes to the Pleasanton Municipal Code and provisions regarding <br /> City affairs. These changes update code references with current practices and State <br /> law, as well as title changes and out-of-date references. The related resolutions: (1) <br /> update the Master Fee Schedule to add: (i) a fee for retiree medical administrative costs <br /> and late fees; (ii) a $56 parking penalty for exceeding posted time limits on City <br /> property; (iii) a $56 parking penalty for violating reserved parking for charging electric <br /> vehicle; and (iv) update the Vineyard Avenue Corridor Specific Plan agricultural <br /> mitigation fee; and (2) reflect title change to authorize City Engineer to sign Caltrans <br /> certifications. <br /> RECOMMENDATION <br /> Introduce attached ordinance and adopt attached resolutions. <br /> FINANCIAL STATEMENT <br /> The amendment to the Master Fee Schedule provides for an administrative fee for <br /> retirees not using automatic payment processes for their share of medical premiums, as <br /> well as a late fee for persons not paying by due date on the invoice. These fees <br /> contribute towards administrative costs to bill and process payments. Parking fines will <br /> only apply if there are violations, are meant to modify behavior, and do not cover actual <br /> costs of enforcement. The Agricultural Mitigation Fee is paid by developers to the Tri- <br /> Valley Conservancy and not to the City. <br /> Page 2 of 7 <br />
