Councilmember Narum noted that 2 of the youth projects seem to address anti-bullying. While she supports the effort, she asked and Mr. Erickson confirmed that the Youth Commission vetted the projects to ensure they were not duplicative. (b) Consider approval of the Five-Year Consolidated Plan (FY 2015-19) and Annual Action Plan (FY 2015-16) for the Use of Federal Community Development Block Grant Funds Mr. Erickson stated that each year the city is required to submit an Annual Action Plan, which identifies policy and specifically states how the Community Development Block Grant funds will be used, to the Department of Housing and Urban Development. This year the city is also required to submit a Five- Year Consolidated Plan which sets some broader policies to be followed. MATTERS INITIATED BY COUNCIL Mayor Thorne reiterated his concern that the state legislature is failing to take the kind of action warranted by the current drought. While the Council's control is limited in this regard, it does have the ability to reevaluate the wisdom of moving forward with the East Pleasanton Specific Plan process in light of the potential risks to the community. He requested the Council's support to agendize a discussion considering stopping the planning process following the close of the upcoming community hearings. Councilmember Olson recused himself from the discussion. Councilmember Pentin stated his support. Councilmember Narum also offered her support but asked that the task force be notified in advance as a sign of respect for their considerable efforts over the last 2 years. Vice Mayor Brown also offered her support. Mr. Fialho said the last community meeting would be held on April 29'". Staff expects to schedule a discussion by the Council for either the first or second meeting in May and will notify the task force. COUNCIL REPORTS Councilmember Narum reported that the School District Liaison Committee is very close to reaching a temporary use agreement for the tennis courts at Amador Valley High School. The agreement would allow use of the courts on Saturday and Sunday during the school year and then weekends and evenings throughout the summer. She stated that the Mosquito Abatement District has already reported the presence of West Nile in several dead birds and encouraged anyone finding a dead bird to call (510) 783-7744. She reported attended a meeting of the Alameda County Transportation Committee on behalf of the Mayor. Vice Mayor Brown stated that she and Councilmember Pentin continue to work with Zone 7, DSRSD and other local water retailers on long-term options for increasing the local water supply. Councilmember Pentin said he attended a legislative committee meeting for the League of California Cities at which other agencies were expressing surprise at the severity of the drought. He was pleased to be representing a community that has taken such a proactive response to the matter. He wished the Amador Valley High School Competition Civics Team the best of luck in the upcoming national competition.
