The City of Pleasanton operates the Pleasanton Paratransit Door-to-Door Service, <br /> which provides transportation to Pleasanton/Sunol residents 70 years of age or older, <br /> and to disabled residents 18 years of age or older. The Transportation Development Act <br /> (TDA) provides for the disbursement of transportation funds through the Metropolitan <br /> Transportation Commission (MTC) for community transit services. Funding is allocated <br /> from TDA Article 4.5 and Alameda County Measure B and Measure BB (dedicated sales <br /> tax) funds. Eligible agencies are required to file annual applications for allocation with <br /> the MTC and the Alameda County Transportation Commission (Alameda CTC). <br /> The MTC has established an application and funding formula for the distribution of MTC <br /> TDA 4.5 funds. Claims are reviewed by MTC and forwarded to the Alameda County <br /> Board of Supervisors for consideration and approval. <br /> The Alameda CTC has established a similar funding formula for the distribution of <br /> Measure B and Measure BB (dedicated sales tax) funds to provide special <br /> transportation for seniors and persons with disabilities. Each eligible agency must <br /> submit an application, including an eligibility statement and required Board/Council <br /> Resolution, which is reviewed by Alameda CTC. Funding recommendations are then <br /> forwarded to the Paratransit Advisory Planning Committee (PAPCO) for consideration, <br /> and subsequently forwarded to Alameda CTC Board of Directors for final approval. <br /> DISCUSSION <br /> Pleasanton Paratransit Services will continue to operate its Door-to Door program and <br /> collaborate with other regional transportation agencies including Livermore Amador <br /> Valley Transit Authority (LAVTA) and Senior Support Program of the Tri-Valley to <br /> improve mobility management throughout the Tri-Valley. <br /> For FY16, the City's projected allocation from all of these funding sources is $339,185. <br /> These funds along with revenue generated from fares, will be used to offset the <br /> proposed cost of$797,280 for the Paratransit Door-to-Door (DTD) program. <br /> Funding Sources Amount <br /> MTC —4.5 State Transit Funding $ 70,398 <br /> Measure B —Alameda County 'A cent Transportation Sales Tax $ 99,812 <br /> Measure BB - Alameda County 'A cent Transportation Sales Tax $ 168,975 <br /> Fare Box Revenue $ 28,500 <br /> Sub-Total: $367,685 <br /> City's General Fund Contribution $ 429,595 <br /> TOTAL: $ 797,280 <br /> The Measure BB application includes a line item to hire a consultant to conduct a <br /> comprehensive assessment on the Tri-Valley transportation needs for seniors and <br /> people with disabilities. Additionally, a transportation scholarship program will be <br /> introduced offering a discount on Paratransit tickets for seniors and adults with <br /> disabilities. <br /> Page 2 of 3 <br />
