area and some small changes to land use arrangement in the <br /> downtown. The intent of the Redevelopment Plan is to further <br /> carry out many of the specific proposals outlined in both <br /> general plans including the following : <br /> A. The provision of needed community facilities and open <br /> space including parks to serve the area. <br /> B . Encouraging the development of well-designed planned <br /> unit, multi- family residential developments which meet <br /> high standards of improvement. <br /> C. Providing sufficient land within the project area for <br /> appropriate types of commercial development , properly <br /> located and serviced by good access to meet the shopoino <br /> and commercial needs of the area . <br /> D. Providing an adequate traffic circulation and control <br /> system within the project area to provide for the <br /> efficient and safe movement of people and goods . <br /> E . Providing for site location , ultimate development and/or <br /> expansion of needed public buildings and facilities . <br /> F. Providing direction , purpose and the climate for combines, <br /> public and private investment in the entire project area. <br /> SECTION VI . GENERAL IMPACT OF PROJECT UPON RESIDENTS AND <br /> SURROUNDING NEIGHBORHOODS <br /> The objectives and the specific proposed actions of the Pleasanton <br /> Redevelopment Plan are designed to improve the health , safety <br /> and general welfare of the Pleasanton community and it is <br /> expected that the plan will have both a positive social and <br /> environmental impact on the residents and neighborhoods <br /> adjacent to the project . <br /> The social impact of the plan on residents is measurable in <br /> terms of how the plan will affect the quantity and quality of <br /> the housing stock, population distribution , shopping facilities , <br /> open space , and recreational and other public facilities . The <br /> plan will not decrease housing stock by condemnation, except <br /> in a few instances for street extensions and it will provide <br /> for an increase in housing stock with the expected construction <br /> of multiple family units in the shopping center and in the <br /> downtown area. The public will also benefit from the improve- <br /> ment and increased number of recreational facilities and the <br /> expected location of a BART station in the CAD and another in <br /> the Regional Shopping Center. Overall , the plan will have <br /> minimum immediate direct effect on population distribution <br /> except for the encouragement in the future of population in- <br /> tensification downtown and adjoining the Regional Center , as <br /> noted in the General Plan. <br /> Environmental impacts of the plan, are measurable in terms or <br /> resulting noise levels , traffic flow , air pollution , seismic <br /> safety and availability of open space . The overall plan will <br /> -7- <br />
