• <br /> SECTION II . SCOPE OF REDEVELOPMENT SURVEY AREA <br /> The City of Pleasanton Redevelopment Agency proposes to use <br /> the process of redevelopment to eliminate many aspects of <br /> visual , economic and physical blight within the central <br /> business districts , certain park areas and the northern portion <br /> of the City . <br /> The proposed project area is characterized by a lack of <br /> adequate recreation and commercial facilities to serve the <br /> expanding needs of this quickly growing suburban community ; <br /> by poorly maintained and inadequate streets and parking <br /> areas ; by a central business district that is becoming <br /> increasingly subject to physical blight; an improper utili- <br /> zation of land within the project area which has resulted in <br /> conditions of stagnation and unprocluctivity to such an extent <br /> that it threatens the public health , safety and welfare of <br /> the community; and by deteriorating economic conditions due <br /> to lack of private and public investment . Preliminary market <br /> analysis has concluded that Pleasanton is losing as much as <br /> 65% of its potential retail trade to surrounding suburban <br /> shopping centers in other communities . A regional shopping <br /> center that is now under design and which will be located in <br /> the northwestern section of the city is expected to further <br /> degrade the economic conditions in the downtown Central Busi- <br /> ness District. <br /> The objectives of the plan are to eliminate the above mentioned <br /> conditions through the cooperative efforts of City officials , <br /> private citizens and private developers in a program of inno- <br /> vative coordination between potentially competitive commercial <br /> sectors of the City (the C.B. D. and proposed regional shoppiinc, <br /> center) . The resulting benefits will accrue to a surrounding <br /> suburban population of regional scope as well as the entire <br /> City of Pleasanton. <br /> The specific objectives of the plan include the following : <br /> 1 . The acquisition and/or development of land to provide <br /> needed recreational and commercial facilities to <br /> serve community needs . <br /> 2 . The elimination of existing blight and the prevention <br /> of further blight in and about the project area. <br /> 3. The achievement of a coordinated pattern of resi- <br /> residential , commercial and recreational development <br /> in the Project Area consistent with the City ' s <br /> tentatively adopted General Plan . <br /> 4 . The expansion of local commerce . <br /> 5 . The acquisition and development of adequate off- <br /> street properly located parking to service the <br /> commercial core of the City . <br /> -4- • <br /> • <br />
