available to low- and very low-income households.Furthermore,the City has set aside$10 <br /> million of its Lower Income Housing Funds to assist in the construction of the aforementioned <br /> rental developments. Our office would like to commend the City for its commitment to increase <br /> affordable housing opportunities despite the high cost of housing in the Bay Area and the limited <br /> financial resources. <br /> Moreover,the City is to be complimented on the positive action that it has taken in <br /> preserving existing homeownership housing for low-and very low-income families. Examples <br /> of the steps which the City took in maintaining homeownership units include the allocation of at <br /> least$71,200 in CDBG funds and$10,000 in HOME funds for grants and low-interest,deferred <br /> payment loans to eighteen low-income homeowners to assist them in making home <br /> improvements. <br /> Another strength of the City's CDBG program is its ability to partner with the cities of <br /> Livermore and Dublin to fund projects and services which benefit the Tri-Valley areas.Of <br /> particular note,in the 2013 Program Year Pleasanton continued its commitment to address the <br /> needs of the homeless and other vulnerable populations by collaborating with nearby cities to <br /> support more than eleven programs that provide social services to at least 1,440 people.For <br /> example,Axis Community Health provided health care to more than 423 unduplicated, <br /> uninsured,low-income residents in this Program Year alone.We are pleased to note that Axis's <br /> innovative enrollment service has positively impacted the residents of Pleasanton,Livermore, <br /> and other nearby communities. <br /> The City of Pleasanton was also successful in meeting the CDBG expenditure standards <br /> as evidenced by the fact that as of the April 28,2014,deadline,the balance in the City's line of <br /> credit was well below the maximum threshold of 0.98. The timely expenditure of CDBG funds <br /> is an important consideration for Congress during the annual appropriation process. <br /> In consideration of our review of the City's 2013 CAPER,our office has determined that <br /> the report reflects the City's efforts and accomplishments relative to goals,outputs,and <br /> outcomes established at the beginning of the Program Year.The City continues to make progress <br /> in addressing and exceeding its performance goals and has demonstrated a continuing capacity to <br /> implement and administer its programs. <br /> 2 <br />
