Box 520 <br /> Pleasanton,CA 94566 <br /> Dear Mayor Throne: <br /> SUBJECT: City of Pleasanton,California <br /> Annual Community Assessment Report <br /> Program Year 2013 <br /> The U.S.Department of Housing and Urban Development's(HUD)Office of <br /> Community Planning and Development(CPD)annually reviews the performance of <br /> communities managing Community Development Block Grant(CDBG),HOME,Emergency <br /> Shelter Grant(PSG),and Housing Opportunities for Persons With AIDS(HOPWA)program <br /> funds. These funds are used by communities to implement the City's strategies outlined in its <br /> Consolidated Plan for preserving existing affordable housing,developing new affordable <br /> housing,improving neighborhoods,and expanding economic opportunities for low-and <br /> moderate-income people. <br /> In Program Year 2013,the City of Pleasanton received$272,444 in CDBG funds. The <br /> City awarded CDBG funds to activities that primarily benefited low-and moderate-income <br /> residents. As in previous years,the City combined CDBG funds with other Federal,State,and <br /> local funding sources and expended the funds on a variety of activities benefitting low-and <br /> moderate-income residents.The 2013 PY was the fourth year in the City's five-year <br /> Consolidated Plan.The City identified major priorities in its 2010-2015 Consolidate Plan and <br /> implemented actions to: <br /> • Increase the number of affordable rental housing units through construction and <br /> rehabilitation; <br /> • Preserve existing affordable rental and ownership housing through programs such as <br /> Below Market Rate(BMR)rental agreements and the Pleasanton Homeownership <br /> Assistance Program; <br /> • Assist low-and moderate-income,first-time homebuyers through mortgage assistance <br /> and lease-purchase programs;and <br /> • Assist in land acquisition for the construction of affordable ownership units. <br /> The City has made progress towards its five year Consolidated Plan goals for each of these <br /> priorities. Major accomplishments for the 2013 PY include the rezoning of 70 acres of land in <br /> the City for future high density residential development.As a result,eight new rental <br /> developments have been approved,including 650 affordable units designated to be made <br /> 1 <br />
