BACKGROUND <br /> On January 13, 2015, the applicant submitted an ADR application to construct an <br /> approximately 1,200 square-foot detached second unit with an approximately 317-square- <br /> foot one-car garage located in the southwest corner of the property located at 547 Sycamore <br /> Road. After the ADR public notice was sent, several neighbors contacted staff and indicated <br /> that they had concerns regarding the proposed second unit and the potential impacts to their <br /> homes, and requested a Zoning Administrator hearing. On February 9, 2015, a Zoning <br /> Administrator hearing was held on the subject proposal. After discussion with all parties and <br /> review of the proposed plans in the context of the project site and surrounding neighborhood, <br /> the Zoning Administrator determined that the proposed second unit had been designed to <br /> meet all zoning requirements and the requirements of the Pleasanton Municipal Code (PMC) <br /> Second Unit Ordinance. Therefore, the application was approved with conditions as shown in <br /> Attachment 4, Exhibit C. Zoning Administrator minutes can be found in Attachment 4, Exhibit <br /> D. <br /> Mrs. Connors filed an appeal of the Zoning Administrator's approval on February 19, 2015 <br /> included in Attachment 4, Exhibit E, stating objections to the location of the second unit with <br /> access off Pioneer Trails Place and potential impacts associated with construction traffic. <br /> The application was reviewed by the Planning Commission at a public hearing held on March <br /> 23, 2015. At that meeting, two neighbors as well as the project architect spoke. The <br /> neighbors, Kimberly Connors and Gary Hirata, both residing at 414 Pioneer Trails Place, <br /> spoke in opposition to the project. The Planning Commission discussed the concerns raised <br /> within the appeal and felt that the proposed location for the second unit was appropriate in <br /> relation to the surrounding properties as well as the NSSP. However, the Commission <br /> acknowledged that typical construction projects increase construction related traffic. After <br /> deliberation, the Commission agreed with staffs recommendation and denied the appeal, <br /> therefore upholding the Zoning Administrator's approval by a 5-0 vote. To help mitigate <br /> potential impacts, the Commission added a condition of approval prohibiting all construction <br /> vehicles from parking on Amber Lane and Pioneer Trails Place at all times except for brief <br /> loading and unloading. The Planning Commission action was subsequently appealed by Mr. <br /> Hirata (see Attachment 2) and accordingly, the appeal is now before the City Council for <br /> review and action. <br /> For additional background information, please refer to the March 25, 2015 Planning <br /> Commission meeting minutes in Attachment 3 and Planning Commission staff report in <br /> Attachment 4. <br /> SITE DESCRIPTION <br /> The subject site is located south of Sycamore Road, west of Amber Lane and north of <br /> Pioneer Trails Place. The approximately 1.05-acre lot has an approximately 3,692-square- <br /> foot two-story residence and a detached 768-square-foot three-car garage with 552-square- <br /> foot office. The architecture of the home is characterized by exterior features including <br /> horizontal lap siding, brick veneer and a composition shingled roof. Access to the home is <br /> provided via a circular driveway along Sycamore Road, and a garage adjacent to Pioneer <br /> Trails Place - a shared private drive along the south side of the subject site shared by 547 <br /> Sycamore Road, 414 Pioneer Trails Place, 454 Pioneer Trails Place and 494 Pioneer Trails <br /> Place.
