BACKGROUND <br /> The City's Leaf Pick-up program has been provided to Pleasanton residents for over 30 <br /> years. From November through January, staff operates three (3) leaf collectors <br /> throughout the city to reduce the obstruction of storm drains and eliminate the risk of <br /> flooding that can be caused from tree debris, with annual leaf collection averaging 2,590 <br /> cubic yards each season. <br /> To facilitate the program, three (3) leaf collectors are positioned throughout the City to <br /> clean storm drains. While the City maintains an equipment replacement program <br /> intended to regularly replace equipment, in an effort to realize cost savings and "stretch <br /> out" the life of the leaf collectors, these pieces of equipment are almost 15 years old and <br /> require increased maintenance due to their age and general condition. The 2002 <br /> collector experienced a catastrophic failure this past January and is no longer <br /> operational and the two other collectors are five years past their useful life. <br /> In March, 2015, staff received quotes from two responsive vendors that supply leaf <br /> collectors; American Roads Machinery Company ($191,309.13) and Nixon-Egli <br /> Equipment Company ($254,406). Because of the unique, special purpose of this type <br /> of equipment, there are a limited number of manufacturers of leaf collectors. Therefore <br /> it was determined to purchase directly from the manufacturer, American Roads <br /> Machinery Company realizing a savings of$63,097. <br /> To continue the Leaf Pick-up Program without interruption, staff is requesting to <br /> purchase three (3) new leaf collectors. By doing so, this will allow ample time for the <br /> delivery of the equipment prior to the start of the Leaf Pick-up program in November, the <br /> new equipment will meet the California Air Resource Board's emission regulations and <br /> the equipment will be more reliable decreasing on-going maintenance costs. <br /> DISCUSSION <br /> The new leaf collectors will provide the City with more efficient equipment in a cost <br /> effective manner and will allow the Leaf Pick-up program to continue without <br /> interruption. <br /> Sub i ,j,.
