BACKGROUND <br /> In February Staff circulated a request for proposal to ten firms that specialize in the <br /> preparation and development of citizen surveys. Staff received three responses to its <br /> request for proposal to conduct a citizen survey. The three firms included JDFranz <br /> Research, Inc., EMC Research, Inc. and Fairbank, Maslin, Maullin & Associates. After <br /> staff's review of the three responses, staff is recommending the firm of Fairbank, Maslin, <br /> Maullin, Metz & Associates. The decision was based on their competitive bid and their <br /> innovative approach to the assignment, their experience in assisting Pleasanton in the <br /> past with their citizen surveys, and the experience of the assigned project team. <br /> Fairbank, Maslin, Maullin & Associates' rate to complete the assignment is a not to <br /> exceed amount of$39,780 and should take approximately three months to complete. <br /> FISCAL IMPACT <br /> The consultant services contract to conduct a citizens survey is not to exceed $39,780. <br /> There is sufficient funding in the General Fund Contingency for this study. <br /> Submitted by: Fiscal Review: Approved by: <br /> /1\-' . tygt> <br /> Emily E.
