Mr. Fialho explained that in such an instance, the Council would only have to borrow and grant the affordability, then tell the developer that the allocation for the market rate units would wait until the next RHNA cycle. While not specifically stated, his sense is that the project would be among the first in line to receive its allocation at the start of the next cycle. Vice-Mayor Brown asked and staff confirmed that market rate units can be borrowed from future years, with Council approval, in the middle of a RHNA cycle. Mr. Fialho added that not only can future units be borrowed, unspent units from previous years within the same cycle are also available. Councilmember Olson reported on attending his first meeting of the Td Valley Transportation Council last month.
