Mr. Dolan thought an annual allocation of 10 units would be sufficient and estimated that the likelihood of exceeding that would occur only once in a 10 year period. Vice-Mayor Brown stated a preference for the staff recommendation, which would be a fixed allocation of 10 units per year with anything in excess of that requiring Council authorization. MOTION: It was m/s by Pentin/Narum to accept the staff recommendation to grant the Zoning Administrator with the authority to issue growth management for projects approved through Design Review, not to exceed a total of 10 units annually. Mr. Bocian reflected back to the heavier growth periods of the 1980s and 90s. He noted that both the Council and development community were very aware of which projects were coming through the pipeline and if there was any concern over reaching the maximum in growth management allocations, the Council would encourage developers to bring the project forward through the next planning cycle. Overall, it was a very cooperative process. Mayor Thorne concurred, noting that the city is usually aware of larger projects years before they come forward. Councilmember Narum agreed but recalled her concern that the proposed language suggests that growth management will be allocated to a project only to the point that the current allocation allows, with any remaining units forced to wait until units are made available by the next planning cycle. Councilmember Olson corrected her that they would borrow units from the next cycle. Councilmember Pentin asked and staff confirmed that the borrowing would only apply to affordable units.
