Update on Stage 3 Water Shortage and Local Emergency Declaration <br /> Director of Operation Services Smith presented an update on the Stage 3 Water Shortage and <br /> recommended a continuance of the Local Emergency Declaration for 90 days. He reiterated <br /> conservation data for 2014, noting that because the community is already conserving it is still achieving <br /> more savings in 2015 despite the very dry-season. <br /> He provided a comparison between 2015 and previous years, most notably reporting that January 2015 <br /> rainfall measured only 0.01 inches versus 0.07 inches in 2014. Fortunately, the community has <br /> managed to use 27% less potable water than in January 2014 and 5% less year-to-date as compared <br /> to a relatively wet 2013 season. He reviewed local rainfall levels over the last 5 years, noting a slight <br /> improvement but also that the heavier precipitation season will be coming to a close at the end of <br /> March and conditions are still relatively dry. He briefly discussed major reservoir levels, noting that even <br /> the few days of rain earlier in the month created a fairly significant increase in levels at Lake Oroville. <br /> Mr. Smith reminded the Council that the State Department of Water Resources increased the allocation <br /> from 10% to 15% in January which likely indicates that the Delta will remain open this summer, <br /> although neither they nor Zone 7 are expected to make any further recommendations until April. The <br /> increased allocation, combined with Zone 7's continued efforts to purchase additional water, will <br /> provide approximately 50% of the city's entire demand which is sufficient to meet indoor needs but <br /> leaves very little available for landscaping. He reminded the public that despite the temporary <br /> suspension of local penalties, all state mandates remain in effect through April 15, 2015 and the need <br /> for conservation is still critical. <br /> City Council Minutes Page 2 of 12 February 17, 2015 <br />
