the exploration of a wide range of options capable of meeting traditional civic center needs through the <br /> incorporation of public and private partnerships; 3) consideration of offsite locations including the Bernal <br /> Property and, if available, the 3 acres traditionally referred to as the City and County of San Francisco <br /> site located directly across from the existing library; and 4) evaluation of the expansion from previous <br /> studies to possibly include the Police Department building and its relocation; and 5) preparation of <br /> preliminary design, cost estimates and fiscal impact analysis on the various options. <br /> Staff is proposing a committee comprised of 11 individuals representing the following interests: Parks <br /> and Recreation Commission (1), Youth Commission (1), Library Commission (1), Planning Commission <br /> (1), Economic Vitality Committee (1), Pleasanton Downtown Association (PDA) (1), community <br /> members at large (3), and the City Council (Mayor and Vice-Mayor). Commission representatives <br /> would be selected by their respective commissions. Staff is recommending that applicants for the at <br /> large positions be asked to describe how their background is relevant to this kind of exercise and that <br /> each of the 3 Council members not serving on the committee be allowed to select one individual from <br /> the applicant pool. Staff has one additional recommendation not reflected in the staff report, which is <br /> that each of the other interests described be asked to select and appoint alternates. That same logic <br /> may be extended to the City Council subcommittee if desired. <br /> Also called out in the staff report is the idea that in addition to the higher level committee discussions, <br /> each representative will be expected to serve as a liaison to and be heavily involved in the work that will <br /> take place at their respective commissions. The Library Commission, for example, will be heavily relied <br /> upon for visioning and recommendations regarding staff space needs. The Planning Commission would <br /> of course be involved in any rezoning that might occur on the Civic Center site if the decision is to move <br /> the uses off site. The City Council subcommittee will also be asked to work with staff on the preplanning <br /> discussions, work planning and management of agendas and key milestones to be pursued. <br /> Staff recommends that the Council approve the formation of the 11 member Task Force, including <br /> alternates and one representative from the Library Commission which is not reflected in the staff report. <br /> Staff also recommends that the Council designate Mayor Thorne and Vice-Mayor Brown to represent <br /> the Council on the Task Force, and direct staff to solicit applications for the 3 at large members with <br /> Councilmembers Narum, Olson and Pentin each recommending the appointment of one applicant <br /> subject to ratification by the full City Council. <br /> Mayor Thorne asked if staff is also recommending alternates for the at large members. <br /> Mr. Fialho said it would likely be difficult to accomplish effectively, though it is something the Council <br /> could consider further. <br /> Mayor Thorne reported receiving correspondence from other organizations requesting a seat on the <br /> committee. He asked and Mr. Fialho confirmed that the Council could elect to appoint one of these <br /> individuals as an at large member if they felt it were appropriate. Mr. Fialho explained that staff <br /> attempted to be as inclusive as possible while still allowing for a management committee. He <br /> acknowledged the Chamber of Commerce as one of those organizations wanting representation but <br /> said he felt the business perspective was effectively captured through representation by the Economic <br /> Vitality Committee and PDA. <br /> Councilmember Pentin expressed his interest in serving as the Council alternate. He agreed with the <br /> staff recommendation regarding the committee size and makeup. <br /> Councilmember Narum concurred, stating that she felt the 11 member Housing Element Task Force <br /> was one of the most successful she has worked on over the years.
