PESA 1.Project Desorption and Approach <br /> Y 2 p <br /> issues. All of these,however,will be addressed briefly,as appropriate, in the SEIR. ESA will utilize all <br /> technical documents, such as the traffic assessment and the noise study to support the findings. Mitigation <br /> measures from the General Plan EIR and/or GPA EIR will be revised for their potential to reduce impacts <br /> at the project site, if necessary. <br /> Develop Alternatives <br /> As required by CEQA Guidelines Section 15126.6(a), an EIR shall describe a reasonable range of <br /> alternatives to a project, including an"environmentally superior"alternative and a"no project" <br /> alternative. The alternatives will be formulated based on project impacts, the alternatives discussed in the <br /> previous EIR(s)and input from City staff. Because the current project represents only a portion of the <br /> City, one or more alternatives specific to the project site may be analyzed. <br /> Task 4. Public Draft SEIR and Notices <br /> ESA project management staff and key technical staff, as appropriate, will attend a roundtable to discuss <br /> the City's comments on the Administrative Draft SEIR. <br /> After ESA completes any necessary modifications to the Administrative Draft SEIR, we will produce and <br /> submit a screencheck(final pre-publication redlined version)of the Draft SEIR for approval by the City. <br /> Upon City approval, ESA will print and submit up to 20 copies,and digital copies,of the Draft SEIR and <br /> Notice of Availability(NOA)to the City for distribution. ESA will be responsible for distribution the <br /> appropriate Draft SEIR and transmittal information to the State Clearinghouse with the Notice of <br /> Completion(NOC). ESA will provide three hard copies of all notices to the City, in addition to digital <br /> copies, and will provide the City with one unbound copy of the Draft SEIR. <br /> Task 5. Coordinate Response to Comments <br /> At the conclusion of the 45-day public review period for the Draft SEIR, ESA will review and organize <br /> the public comments,and will discuss with City staff the comments and the appropriate responses <br /> approach to each. Should the public comments raise issues not previously within the work scope, ESA <br /> will consult with City staff to achieve cooperative resolution of the out-of-scope issues. It is anticipated <br /> that ESA and the City will agree on the overall approach to responding to comments and will assign <br /> specific tasks associated with preparation of these responses. The formal Responses to Comments will be <br /> incorporated into the Administrative Final SEIR. ESA assumes up to 10 comment letters for this task. <br /> Task 6. Administrative Final SEIR and Mitigation Monitoring and Reporting <br /> Plan <br /> The Administrative Final SEIR(AFSEIR)will consist of the Responses to Comments and other pertinent <br /> sections: a list of the persons and organizations commenting on the Draft SEIR, and a section containing <br /> any necessary changes to the text and graphics in the Draft SEIR. <br /> ESA will prepare a draft Mitigation Monitoring and Reporting Plan(MMRP) in compliance with Public <br /> Resources Code Section 21081.6, CEQA Guidelines Section 15097. For any significant impact identified, <br /> the MMRP will describe the required mitigation and the responsible parties,tasks, and schedule necessary <br /> for implementing mitigation and for monitoring mitigation compliance. The MMRP will include those <br /> mitigation measures from the prior EIR that remain applicable to the current project,and will also identify <br /> other prior measures that are not applicable to the current project. <br /> ESA also will provide final versions of any technical reports that were updated or altered after publication <br /> of the Draft SEIR.
