1.Project Description and Approach <br /> Project Approach <br /> Based on our review of the Request for Proposals,we have put together a scope of work that we believe <br /> responds to the City's objectives. This scope details the tasks that ESA proposes to complete and deliver a <br /> Supplemental EIR Environmental Impact Report(SEIR), which would focus in on three key <br /> environmental issue areas, and would be tiered from the 2009 General Plan EIR and the 2011 GPA EIR. <br /> The City,as Lead Agency, may prepare a supplement to an EIR if only minor additions or changes would <br /> be necessary to make the previous EIR adequately apply to the project in the changed situation. The SEIR <br /> need only present the information necessary to make the previous EIR adequate for the project as revised. <br /> Thus,for purposes of the current SEIR,the project will consist of further amendments to the Pleasanton <br /> General Plan, previous amendments to which were analyzed in the GPA EIR. <br /> The SEIR will be given the same kind of notice and public review as is given to a Draft EIR(CEQA <br /> Guidelines Section 15087),and may be circulated by itself without re-circulating the previous Draft or <br /> Final EIR. However,when the City decides whether to approve the proposed project,the decision-making <br /> body shall consider the previous EIR as revised by the SEIR.A finding under Section 15091 shall be <br /> made for each significant effect shown in the previous EIR as revised. <br /> Task 1. Project Initiation and Site Visit <br /> In addition to meeting with City staff for a project kick-off meeting, ESA will review the Administrative <br /> Draft General Plan Amendment and Zoning Amendment,as provided by the City, and will request data <br /> vital to the project in electronic format, including but not limited to, any updated information concerning <br /> ongoing investigation and remediation of contaminated soil and groundwater at the former Clorox <br /> campus. ESA will begin the environmental and regulatory setting portions of the SEIR,and will inform <br /> the City of any environmental constraints that arise during that work that could help to shape the proposed <br /> project(i.e.,make it a self-mitigating project). <br /> ESA will coordinate a visit for key personnel to the project site and surrounding environs during which <br /> time ESA will photograph the site and the surrounding area to document existing conditions. <br /> Task 2. Notice of Preparation (NOP) <br /> Although an NOP is not required for a Supplemental EIR, should the City desire to issue one, ESA will <br /> prepare a NOP for review and revision by City staff. The NOP will conform to CEQA Guidelines <br /> Sections 15082 and 15375, which require that at a minimum, a NOP include a project description,a <br /> location map, and a summary of the potential environmental effects of the project. ESA will file the NOP <br /> with the State Clearinghouse,and provide three hard copies to the City and digital copies. Comments <br /> received on the NOP will be taken into consideration in determining which topics to analyze in the SEIR. <br /> Task 3. Administrative Supplemental Environmental Impact Report (SEIR) <br /> The analysis in the SEIR will evaluate the effects of the project compared to an existing baseline(to be <br /> established, generally, at the time a NOP is issued for the SEIR). Because this document will supplement <br /> the previously prepared,the analysis will evaluate whether implementation of the Johnson Drive <br /> Economic Development Zone would result in any new or substantially more severe impacts than those <br /> identified in the prior General Plan and GPA EIRs,whether due to changes in the project,changes in <br /> circumstances,or the availability of new information. Because the previous EIRs—particularly,the GPA <br /> EIR—are relatively recent, we anticipate that changes to the project(i.e., implementation of the general <br /> 1-2 City of Pleasanton Johnson Dnve Economic Development Zone EIR <br />
