Attachment 1 <br /> FEHRkPEERS <br /> Fehr & Peers appreciates the opportunity to submit this proposal to perform transportation engineering <br /> services for the City of Pleasanton Johnson Drive Economic Development Zone. This area is generally <br /> zoned for General and Light Industrial uses; with the project, additional uses such as retail, highway and <br /> service commercial and office could be permitted. Our analysis will consider the transportation impacts to <br /> the City of Pleasanton roadway system with the project, which could result in land uses on the site that <br /> generate more traffic than assumed in previous transportation analysis efforts. <br /> The following presents our scope of work. <br /> SCOPE OF WORK <br /> Task 1—Project Characteristics and Study Intersection Identification <br /> Fehr & Peers will estimate the daily, morning and evening peak hour vehicle trip generation of the <br /> existing uses in the area, potential net-new trip generation if the area is fully built-out according to the <br /> current zoning, and potential net-new trip generation under the proposed zoning using appropriate trip <br /> generation rates published in Institute of Transportation Engineers' (ITE) Trip Generation Manual (9th <br /> Edition). <br /> We will estimate the trip distribution of project traffic under Existing, Near-Term and Cumulative <br /> conditions using sources such as existing counts, the location of complementary land uses and a select <br /> zone analysis from the City of Pleasanton Travel Demand Model. The results of this task will be used to <br /> finalize the list of intersections to include in the transportation impact assessment, discussed below. <br /> Fehr& Peers has developed an initial list of study intersections based on a review of projected operations <br /> at intersections in the vicinity of the Johnson Drive Economic Development Zone. While we intend for our <br /> analysis to pivot from the Housing Element and East Pleasanton Specific Plan analyses to the greatest <br /> extent possible, there are several gateway intersections in the vicinity of site that were not included in the <br /> Housing Element assessment, including the Stoneridge Drive interchange with Interstate 680 and the <br /> Hopyard Road interchange with Interstate 580. We recommended including those locations in this <br /> assessment due to the proximity of the project and the potential for project traffic to alter travel patterns <br /> in the area. We have preliminarily identified the following intersections that would be refined based on <br /> the results of the trip generation/trip assignment exercise above, but welcome the opportunity to further <br /> discuss with City staff additional intersections of concern that should be included in the assessment. <br />
