DISCUSSION <br /> At the direction of the Planning Commission at its meeting on February 11, 2015, staff <br /> reviewed potential high impact restaurant/entertainment uses to determine whether such <br /> uses would be appropriate in the proposed shopping center. Staff has concluded that there is <br /> a distinction between typical restaurant uses and restaurant uses which utilize different forms <br /> of entertainment, such as sports bars or those with costumed wait staff/entertainers. These <br /> uses create a different atmosphere and environment compared to a standard restaurant and <br /> have the potential to create a higher parking demand within the center. Due to these <br /> concerns, staff has revised the proposed conditions of approval within Exhibit A (Attachment <br /> 1) to exclude sports bar and restaurant uses featuring live entertainers that do not perform <br /> music or comedy routines. In addition, the conditions of approval would limit sports bars and <br /> restaurant uses which serve alcohol and include live entertainers (performing music or <br /> comedy routines) to no more than 5,000 square feet. Outdoor seating for such uses is also <br /> limited to 50 seats per business. <br /> Staff has reviewed the overall project layout, design, parking and uses and is satisfied that <br /> adequate parking is provided within the proposed project to accommodate the proposed <br /> uses. Staff has provided conditions of approval limiting the total square-footage of <br /> professional offices, medical offices, barbershops and salons, non-retail type uses, and <br /> sports bars and restaurant uses that include live entertainers. In addition, staff has reviewed <br /> the project location and does not anticipate congestion and traffic problems due to the lack of <br /> proximity to large employment centers. Other centers within the City such as Pleasanton <br /> Gateway receive an influx of midday traffic due to proximity to employment centers in the <br /> area. <br /> PUD FINDINGS <br /> Please refer to pages 17-19 of the attached Planning Commission staff report (Attachment 4) <br /> for a discussion of the considerations needed to approve the proposed PUD development <br /> plan. <br /> PUBLIC NOTICE <br /> Notice of the proposed project and related City Council public hearing was sent to all property <br /> owners in Pleasanton that are within 1,000 feet of the site (the noticing area is depicted on <br /> the noticing maps attached to this report as Attachment 4, Exhibit D), and was also published <br /> in the local newspaper. Staff received comments from the Spieker group, on behalf of <br /> Continuing Life Communities, expressing support for the new shopping center. Staff did not <br /> receive any additional comments when this report was published, and will forward to the City <br /> Council any public comments received after publication of this report. <br /> ENVIRONMENTAL ASSESSMENT <br /> On August 24, 2010, the City Council certified a Supplemental Environmental Impact Report <br /> (SEIR) and adopted the CEQA Findings and a Statement of Overriding Considerations for the <br /> Stoneridge Drive Specific Plan Amendment/Staples Ranch. This SEIR was a supplement to <br /> the EIR prepared for the Stoneridge Drive Specific Plan Amendment/Staples Ranch Project, <br /> which was certified on February 24, 2009.
