Signage: Conceptual signage is shown on the plans, but a formal application would be <br /> required for the approval of a comprehensive sign program. <br /> Proposed Uses: The project would include a list of permitted and conditionally permitted <br /> uses for the shopping center, which are included within the Conditions of Approval as part of <br /> Exhibit A (Attachment 1), and discussed further in the "Analysis" section of the Planning <br /> Commission staff report. The uses are generally based on the uses approved for the <br /> Pleasanton Gateway shopping center PUD approval, and incorporate the comments of the <br /> Planning Commission made at a work session and hearing. <br /> Please refer to the Planning Commission staff report (Attachment 4) for a more detailed <br /> discussion of the project. <br /> PLANNING COMMISSION ACTION <br /> At the October 22, 2014 Planning Commission Work Session, there was discussion about on- <br /> site circulation and parking layout, building designs, color, and materials, incorporation of <br /> two-story buildings, proposed landscaping and uses. In general, all of the commissioners <br /> agreed that the overall project incorporated too much stucco and needed to provide more <br /> variation in materials. The commissioners also requested modifications to lengthen the initial <br /> entry in order to provide additional vehicle stacking area, add a designated left-turn pocket <br /> into the first drive aisle to alleviate congestion, and redesign the sidewalk along El Charro <br /> Road to meander and provide as much distance from the road as possible since El Charro <br /> Road is utilized by large trucks. All of these requested changes were implemented following <br /> the October 22 work session. In addition, all of the two-story buildings were replaced with <br /> one-story buildings. <br /> The Planning Commission held a public hearing on February 11, 2015 to review the <br /> proposed project. The Commission expressed appreciation for the applicant team's <br /> responsiveness in addressing the commissioners' comments and revising the project plans <br /> accordingly. The commissioners specifically noted that the revised plans included improved <br /> building elevations and details, and that the quality of the pedestrian pathway and <br /> landscaping along El Charro Road was improved. Detailed information on this meeting is <br /> provided in Attachment 3, draft excerpts of the Planning Commission minutes. <br /> The Commission did express concerns regarding the number of personal service uses that <br /> could locate in the center, as well as the potential for certain entertainment/restaurant uses, <br /> such as the Tilted Kilt (a restaurant/sports bar featuring waitresses/entertainers in small kilts), <br /> to be included as tenants in the project. The concern about restaurant/sports bar uses related <br /> to the appropriateness of such uses at an important gateway into the City. The Commission <br /> recommended approval of the application by a 3-0 vote, subject to the addition of a revised <br /> condition of approval that would restrict permitted and conditionally permitted barbershops <br /> and beauty shops to a maximum of 5,000 square feet in the entire shopping center. In <br /> addition, the Commission requested that staff, in evaluating entertainment/restaurant uses, <br /> consider potential impacts on police and safety enforcement and parking supply, and the <br /> need for restrictions to reduce or avoid these impacts, prior to bringing the project before the <br /> City Council. In response to the stated concerns, the applicant has terminated his lease with <br /> the Tilted Kilt and has agreed to accept additional conditions related to these uses. <br /> Page 7 of 9 <br />
