Task 9: Design and Pretest Survey Instrument <br /> Following the second planning meeting, our President will design a draft of the <br /> survey instrument and submit it to the City for review and comment. She will <br /> then consult with the City concerning any changes they would like to see, make <br /> the appropriate modifications, and submit a final draft to the City for approval <br /> for pretesting. <br /> The pretest will be conducted among a sample of potential respondents <br /> selected in the same manner as the final survey sample will be selected. <br /> Those conducting the pretest will examine question wording, question flow, <br /> respondent comprehension, and clarity of instructions. The entire group will then <br /> debrief and discuss how the instrument might be modified to make it maximally <br /> clear and accurate. <br /> Following the pretest, our President will consult with the City concerning the <br /> results and make additional modifications as needed. The final version of the <br /> instrument will then be submitted to the City for approval prior to field <br /> implementation. <br /> For costing purposes, we have assumed that the average interview length will <br /> be seven or eight minutes. We have also assumed the inclusion of two open- <br /> ended questions. <br /> Task 10: Select Sample <br /> The sample for the local business component of the survey will be selected from <br /> the City's database of business license holders, excluding those who are not <br /> located in Pleasanton. As we have done this before, we know that it is feasible <br /> and that the City has the capability to assist us in obtaining the appropriate list <br /> for sampling. <br /> Given a population of 4,000 businesses, the sample size necessary to achieve a <br /> + 5 percent margin of error at the 95 percent confidence level is 350. As this <br /> level of precision is fairly normative in public opinion research, this is the sample <br /> size we would recommend. <br /> 91P age <br />
