Mr. Fialho explained that in such an instance, the Council would only have to borrow and grant the affordability, then tell the developer that the allocation for the market rate units would wait until the next RHNA cycle. While not specifically stated, his sense is that the project would be among the first in line to receive its allocation at the start of the next cycle. Vice-Mayor Brown asked and staff confirmed that market rate units can be borrowed from future years, with Council approval, in the middle of a RHNA cycle. Mr. Fialho added that not only can future units be borrowed, unspent units from previous years within the same cycle are also available. Councilmember Narum acknowledged and appreciated city staff for their recent support in managing certain issues with the Mosquito Abatement District following the recent resignation of its Director. Councilmember Pentin congratulated the Amador Valley High Competition Civics Team for their third consecutive We the People state championship. He also congratulated Foothill High School's team on their third place finish. He also wished local American Idol contestant, Maddy Hudson, the very best of luck. Councilmember Olson reported on attending his first meeting of the Tri Valley Transportation Council last month. All 5 agenda items were unanimously approved and are briefly summarized as: 1) approved the revised Td Valley Transportation Development Fee Schedule; 2) approved the budget for Fiscal Year 2014-15; 3) approved the projects action plan for Tri Valley intraregional routes of regional significance, including the 1680/1580 interchange and interchange improvements at 1680/Sunol Boulevard; 4) approved request from Livermore to appropriate $4.5 million in development fee funds for SR-84 corridor improvements, specifically the management and construction of the Concannon Blvd. to City Council Minutes Page 7 of 8 February 3,2015
