Mr. Fialho explained that in such an instance, the Council would only have to borrow and grant the <br /> affordability, then tell the developer that the allocation for the market rate units would wait until the next <br /> RHNA cycle. While not specifically stated, his sense is that the project would be among the first in line <br /> to receive its allocation at the start of the next cycle. <br /> Vice-Mayor Brown asked and staff confirmed that market rate units can be borrowed from future years, <br /> with Council approval, in the middle of a RHNA cycle. <br /> Mr. Fialho added that not only can future units be borrowed, unspent units from previous years within <br /> the same cycle are also available. <br /> MOTION: It was m/s by Pentin/Olson to accept the staff recommendation regarding the borrowing of <br /> growth management relative to affordable housing units. Motion passed by the following vote: <br /> AYES: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne <br /> NOES: None <br /> ABSENT: None <br /> MATTERS INITIATED BY COUNCIL- None <br /> COUNCIL REPORTS <br /> Mayor Thorne reported briefly on his recent trip to Washington, DC, noting a particularly positive <br /> meeting with Senator Feinstein regarding PEG funding and SR-84. A full report will be made available <br /> on request. <br /> Vice-Mayor Brown reported that she, joined by Councilmember Olson, presented District Attorney <br /> Nancy O'Malley with a Citizen of the Year Award from the Lion's Club of Livermore. <br /> Councilmember Narum acknowledged and appreciated city staff for their recent support in managing <br /> certain issues with the Mosquito Abatement District following the recent resignation of its Director. <br /> Councilmember Pentin congratulated the Amador Valley High Competition Civics Team for their third <br /> consecutive We the People state championship. He also congratulated Foothill High School's team on <br /> their third place finish. He also wished local American Idol contestant, Maddy Hudson, the very best of <br /> luck. <br /> Councilmember Olson reported on attending his first meeting of the Tri Valley Transportation Council <br /> last month. All 5 agenda items were unanimously approved and are briefly summarized as: 1) approved <br /> the revised Td Valley Transportation Development Fee Schedule; 2) approved the budget for Fiscal <br /> Year 2014-15; 3) approved the projects action plan for Tri Valley intraregional routes of regional <br /> significance, including the 1680/1580 interchange and interchange improvements at 1680/Sunol <br /> Boulevard; 4) approved request from Livermore to appropriate $4.5 million in development fee funds for <br /> SR-84 corridor improvements, specifically the management and construction of the Concannon Blvd. to <br /> City Council Minutes Page 7 of 8 February 3,2015 <br />
